The Afterschool Job Board Has Arrived
The Central Valley Afterschool Foundation is pleased to announce that the Afterschool Job Board has officially launched. Afterschool programs from across the Central Valley now have a dedicated afterschool site where they can post job opportunities and sort through qualified applicants.
 
This new recruitment tool will connect programs with individuals seeking employment in the afterschool field.

Fresno County Sites Selected for Demonstration Program
The California Department of Education recently announced the Grantee's for the California Demonstration program. The Demonstration program is intended to offer quality after school programs as a resource available for site visits and consultation for California's After School Education and Safety (ASES) and 21st Century Community Learning Centers (21st CCLC) programs.
 
We would like to congratulate Fresno County Office of Education for having one elementary and one middle school selected as Demonstration Sites.
CDE Seeks Your Input
The California Department of Education (CDE) is soliciting field input to inform after school technical assistance efforts for 2009-2010.

CDE Clarifies 3 Day Staff Development Rule
The California Department of Education recently issued a response to questions pertaining to staff development for ASES program.
  
 
According to the California Department of Education, after school programs may elect not to operate for up to three days per grant year to provide staff professional development during regular program hours.
 
This provision, though written into Senate Bill 638 in 2006, was never implemented due to a difference in interpretation between CDE and the legislature. However, CDE has now concurred and has added this information to their FAQ's.
 
SEDL Introduces Online Tool Kit for After School Program Directors and Instructors
SEDL has designed a tool kit that will give after school Program Directors and Instructors the resources they need to build fun, innovative, and academically enriching activities that not only engage students, but extend their knowledge in new ways and increase academic achievement.
 
The tool kit is completely online and available through the SEDL website.
 
California Afterschool Network Offers Stipend to Mentoring Project Participants!

The California Afterschool Network is currently accepting applications for mentors and mentees for their Peer-to-Peer Mentoring Project.

 

The Project will connect 50 experienced after school site directors to serve as mentors to 200 newer after school site directors for a nine month period.
 
The goal of the project is to provide ongoing support and coaching to new site directors to help them develop the competencies necessary to manage a quality after school program.
 
The project offers training and skill development for both mentors and mentees as well as stipends upon successful completion of the project 
 
The application deadline for participation is July 15, 2008.
 

School's Out! Time for Training!
The Central Valley Afterschool Foundation is offering free workshops and training for ASES and 21st CCLC programs in Region 7. If you are planning orientation sessions or professional development for your staff over the summer or fall, we can help!
 

Legislative Update
Senate Bill 1674
 
The Assembly Appropriations Committee placed SB 1674 (Torlakson) on the Suspense File due to perceived cost pressures. As previously reported, any bill introduced during this session with a fiscal impact of $50,000 or more has been placed on Suspense for further analysis.
 
The bill's author and sponsors will endeavor to have the bill released from the Suspense File and heard by the Committee after the Summer Recess. Fiscal Committees have until August 15 to report bills to the floor. All bills must be passed by August 31.

Budget 
 
On Tuesday, June 17, the Budget Conference Committee, consisting of three Senators and three Members of the Assembly, heard testimony regarding the ASES appropriation for the upcoming fiscal year. As previously reported, the Assembly has recommended no reduction in funding and no change in policy. The Senate proposed putting before the voters an opportunity to give the Legislature the authority to set the ASES appropriation at any level they deem appropriate when Test 3 is used to calculate the Proposition 98 appropriation.
 
During the meeting, the Department of Finance (DOF), representing the Administration, supported the Assembly version. They argued that since the Legislature had restored proposed cuts to other categorical programs, the after-school appropriation should be treated accordingly. The Legislative Analyst's Office (LAO) supported the Senate's proposal with one suggested amendment. They argued that any ballot initiative should additionally give the Legislature the authority to set the after-school appropriation level whenever Proposition 98 is suspended, regardless of the test used to calculate the appropriation.
 
The Budget Conference Committee is still working on a resolution for the ASES budget item.

Assembly Concurrent Resolution 134

The Bay Area Partnership for Children and Youth, and Assembly member Mark DeSaulnier, have proposed ACR 134. The Resolution would set up a Legislative Task Force to study the issues associated with a lack of safe, healthy, constructive activities for disadvantaged youth in the summertime. The Task Force would be in charge of developing recommendations about what the state should do to address these challenges, such as learning loss, crime and victimization, and obesity.
 
On July 02, Assembly Concurrent Resolution 134 passed through the Assembly Appropriations and is now slated to go before the Assembly floor for vote this week. The vote is expected to be down party lines.
 
We will continue to monitor the progress of ACR 134 and provide updates as they become available.

Computer Software In-kind Support Available: The Microsoft Corporation is offering grants for in-kind support to help programs create community based technology and learning centers that help promote technology literacy. Programs must have computer hardware that is needed to run Microsoft software, and personnel capable of installing and maintaining requested software.
