Legislature Considers Stronger GDL Legislation
 
The Pennsylvania legislature is currently considering House Bill 67, introduced by Rep. Joseph Markosek, which would strengthen the state's Graduated Driver Licensing laws: 
 
*  prohibits use of hand-held cell phones by teen drivers
 
*  prohibits texting while driving by teen drivers
 
*  limits drivers under age 18 to one passenger younger than 18, other than siblings
 
HB 76 passed the Pennsylvania House in 2009 and is currently in the state Senate.

Bans on "texting while driving" continue to make progress in state legislatures across the country
 
19 states and the District of Columbia currently ban texting while driving.  Here is a sampling of current action in state legislatures to pass this lifesaving law in other states.
 
Arizona:  Senate Bill 1344, a ban on texting while driving and a $50 fine for offenders, survived a preliminary vote this week.  The bill will now go to the full Senate for a vote. 
 
Nebraska:  The unicameral is considering a bill that would prohibit drivers from using handheld wireless communication devices to read, type or send written communications while driving.  LB 945 is currently in the Transportation and Telecommunications Committee.
 
Washington:  House Bill 2635 was passed Wednesday by the Washington House.  The bill would prohibit texting while driving for all drivers; it would also prohibit use of hands-free or hand-held cell phones by teens with learner permits or intermediate licenses.
 
Wyoming:  Senate File 20, which would prohibit texting behind the wheel, passed the Wyoming House on Wednesday.  If the state Senate approves changes made in the House, the bill will go to the governor for his signature.

The Safe Teen And Novice Driver Uniform Protection (STANDUP) Act is federal legislation that would compel states to strengthen their laws for novice teen drivers, often called Graduated Driver Licensing (GDL) laws.
