Alabama House passes stronger GDL legislation
 
With a vote of 97-0, the Alabama House of Represenatives passed HB 65, a bill that would greatly strengthen the Alabama Graduated Driver Licensing laws: 
 
*  prohibits nighttime driving from 10 p.m. to 6 a.m. (11 p.m. to 6 a.m. on weekends)
 
*  set a limit of one non-related passenger younger than age 21
 
*  prohibits use of hand-held  communications devices, including cell phones
 
The bill is now in the Senate Judiciary Committee.
Iowa Senate passes stronger GDL legislation
 
With a vote of 47-1, the Iowa Senate  passed Senate File 2150, a bill that would greatly strengthen the Iowa Graduated Driver Licensing laws: 
 
*  prohibits nighttime driving from 11 p.m. to 5 a.m. for intermediate license holders, rather than 12:30 a.m. to 5 a.m. as under current law
 
*  set a limit of one non-related passenger younger than age 21 for intermediate license holders
 
*  require that learner's permits be held for 12 months, rather than the 6 months currently required
 
The bill now goes to the Iowa House of Representatives.
 
STANDUP ACT UPDATE

This week on Capitol Hill, members of the Saferoads4teens Coalition met with several more members of Congress, urging them to sponsor H.R. 1895.

Other state legislatures working on GDL enhancements
 
 
Maryland:  HB 1221 (the Maryland Safe Roads for Teens Act) would prohibit unsupervised nighttime driving from 10:00 p.m. to 5:00 a.m. for intermediate license holders (rather than 12:00 a.m. to 5:00 a.m. as under current law).  The bill would also remove the secondary enforcement provision from the passenger restriction for intermediate license holders.  The Maryland House of Delegates Committee on Environmental Matters will hold a hearing on HB 1221 on Tuesday, March 9 at 2:00 p.m.
 
South Carolina:  SB 909 would require teens who get a learner's permit before age 16 to hold the permit longer than teens who wait until age 16 or later.
 
Vermont:  HB 494 would prohibit unsupervised nighttime driving from 12:00 a.m. to 5:00 a.m. (currently there is no nighttime restristion in Vermont)
