Issue Brief: No-Net-Loss

Summary: An act to add Sections 715 and 715.1 to the Fish and Game Code, relating to fish and wildlife resources. This bill would require the department to exercise its authority to manage lands in a manner to support, promote, and enhance wildlife-Dependent recreational activities, including hunting and sport fishing opportunities, to the extent authorized by law. The bill would prohibit, to the greatest practicable extent, department decisions and actions relating to land management from resulting in any net loss of available wildlife-Dependent recreational opportunities that exist on January 1, 2013.

Status: Set for hearing in Senate Committee on Natural Resources and Water on April 24.

Issue Brief: American System of Conservation Funding

Summary: The legislature recognizes America's hunters, anglers, trappers, boaters, recreational shooters, fish and wildlife industry, state fish and wildlife agencies, and the united states fish and wildlife service for their leading role in restoring healthy populations of fish, wildlife, and other natural resources, both game and nongame, to the abundance we see today.

Status: President/Speaker signed on April 4.

California SB 1527 

Intro Date: 1/23/2012

Sponsor: Assemblymember Anthony Portantino

Issue Brief: Guns

Summary: Amends existing law which prohibits a person from possessing a firearm in a school zone. Exempts a security guard and an honorably retired peace officer from that prohibition. Recasts provisions by removing stipulation of incorporated cities or current prohibitions in specified unincorporated areas to make it an offense for a person to carry a loaded firearm on his or her person or in a vehicle in a public place or on a public street, public road or highway in an unincorporated area.

Status: Scheduled for hearing in Assembly Committee on Appropriations on April 18.

 

California SB 1221 

Intro Date: 2/23/2012

Sponsor: Senator Ted Lieu

Issue Brief: Hunting with Hounds

Summary: This bill would prohibit a person from permitting a dog to pursue a bear or bobcat at any time. This bill would exempt from that prohibition the use of dogs by federal, state, or local law enforcement officers, or their agents or employees, when carrying out official duties as required by law. By changing the definition of a crime, this bill would impose a state-Mandated local program. This bill would provide that no reimbursement is required by this act for a specified reason.

Status: Scheduled for Hearing in Senate Natural Resources and Water Committee on April 24.
