Greetings!

Welcome to the information E-Newsletter from Barnstable County Department of Human Services.  This newsletter is designed to provide timely information on health and human service topics of interest for people living and working in Barnstable County.

DEPARTMENT'S CORNER

Barnstable County Department of Human Services has completed a report of results from the Behavioral Risk Factor Surveillance System (BRFSS) for 2008 to 2010, contrasting Barnstable County respondents with those for Massachusetts as a whole. The BRFSS - centrally managed by the Centers for Disease Control and Prevention (CDC) - is the world's largest, on-going telephone health survey system, tracking emerging public health issues, health conditions, risk factors and behaviors among adults 18 years and over across the nation.  In Massachusetts,the annual BRFSS survey is administered by the Massachusetts Department of Public Health, which provides access to results for Community Health Network Areas (CHNAs), counties and certain large cities.  More than 400 Barnstable County residents respond to the BRFSS questionnaire each year and details regarding methods are in the Department of Human Services report along with results. BARNSTABLE COUNTY HUMAN RIGHTS COMMISSION

The next meeting of the Barnstable County Human Rights Commission is scheduled for Monday, August 13th at 5:30 PM in Rms 11/12 at the Barnstable County Superior Courthouse, 3195 Main St.  These meetings are open to the public and all are welcome.

ART AT THE FARM
On Saturday, August 18th from 10:00 AM - 5:00 PM, Meetinghouse Farm will hold its Annual Art at the Farm Day.  Event includes show and sale of fine art and crafts by local artists, silent auction, watercolor painting demonstration, Chinese brush painting, white line woodblock paining, weaving demonstrations and several events in the garden.  Read more ...  Rain date August 19th.
HOW TO REMEMBER NOT TO FORGET

OPEN MEETING LAW TRAINING

Please join staff from Attorney General Martha Coakley's office, Division of Open Government, at an educational forum on Open Meeting Law scheduled for October 17, 2012 from 6 - 8:00 PM at Barnstable High School, 744 West Main St., Hyannis.  This workshop will provide an update on and guidance about compliance with the Open Meeting Law.  The educational forum will be conducted by attorneys and staff from the Division of Open Government and will be a terrific opportunity for municipal officials, members of public bodies, and members of the public to understand this important law.  The forums are open to the public and offered FREE of charge.

EEE VIRUS AND WEST NILE VIRUS

Fact Sheets from the Massachusetts Department of Public Health on Eastern Equine Encephalitis (EEE) and West Nile Virus are attached. Click here for mosquito-borne illness risk map.  Eastern Equine Encephalitis is a rare but serious disease caused by a virus and is spread through the bite of an infected mosquito.  Read more ...  West Nile virus (WNV) is a mosquito-carried virus that can cause illness ranging from a mild fever to more serious disease like encephalitis or meningitis.  Read more ...

 

State Officials announced on July 30th a significant decline in mosquito population following aerial spraying on the weekend of July 20 - 22 in SE Massachusetts.  Ground spraying will continue as risk of EEE remains a concern.  Residents are urged to take precautions.  Read more ...  A new press release from the Mass Dept. of Health on August 7th announced changes in risk level in some cmmunities as well as plans for additional aerial spraying.  Read more ...

REGIONAL READY RENTERS PROGRAM
The Regional Ready Renters Program is administered by the Cape Cod Commission.  It is affordable accessory apartments and new affordable units in projects that consist of 3-5 units.  Initial application form should be completed to deem income eligibility to be on the waiting list.  Once units become available and eligible renters have been contacted a final application is completed to deem them income certified.  Rents are capped at 80% median rent amount.  Participating towns are Barnstable, Yarmouth, Dennis and Harwich. 
 
Units currently available: 
West Yarmouth, new studio unit, 540 sq. ft., $810/month not including utilities
West Yarmouth, 1 bedroom, 600 sq. ft., $855/month not including utilities
Hyannisport, duplex, studio unit, 464 sq. ft., $1,000/month including heat & electric.

HEALTH & HUMAN SERVICE GRANTS TO HELP VETERANS

Health and Human Services (HHS) Secretary Kathleen Sebelius announced $2.3 million in grants to train primary care physician assistants (PA's) and help veterans transition from the military to civilian PA careers when they return home.  Funding priority was given to grantees that have strong recruitment, retention, and education programs for veteran applicants and students, including academic recognition of medical training and experience gained during military service.  Read more ...

CLINICAL ADVISORY: ROUTINE HIV SCREENING IN MASSACHUSETTS

On April 27, 2012, Governor Deval Patrick signed into law the final version of SB 2158--An Act increasing screening for HIV-which became Chapter 84 of the Acts of 2012 (http://www.malegislature.gov/Laws/SessionLaws/Acts/2012/Chapter84). This change in state law removes the requirement to obtain written informed consent prior to HIV testing.   The bill now allows for verbal informed consent from the individual being tested.  The confidentiality protections for disclosing the results of a person's HIV test or disclosing/releasing medical records containing such information remain the same, requiring written informed consent.  The law takes effect on July 26, 2012.  The Department's CLINICAL ADVISORY: ROUTINE HIV SCREENING IN MASSACHUSETTS has been updated to include this legal change.  The ADVISORY also includes an updated FAQ (Frequently Asked Questions) on M.G.L. c. 111, §70F, the law that governs consent for HIV testing and consent for releasing HIV test results.   The updated ADVISORY can be found at www.mass.gov/dph/aids or by clicking the following link:   Routine HIV Screening and Changes to Massachusetts Law Governing Consent - July 2012.

AUGUST 2012 CHOP CHOP NEWSLETTER
The August 2012 ChopChop newsletter is now available on the Department of Public Health's Mass in Motion website at www.mass.gov/massinmotion/chopchop.  Each edition of the ChopChop newsletter includes a personal message from the Governor plus a new recipe each month featuring Massachusetts-grown produce. The newsletter is available in English and Spanish. The ChopChop newsletter is designed to complement the Patrick-Murray Administration's groundbreaking Mass in Motion initiative, a multi-faceted program launched in 2009 to combat obesity and chronic disease in Massachusetts by encouraging residents to eat better and move more. NEWS FROM WE CAN CENTER

Message from new Board of Directors President, Pam Marsh & new Vice President Sharon Hawkins

 

WE CAN has purchased a permanent home on Route 28 in Harwich Port, just 1.5 miles down the road from their current office.  They have recently selected a contractor and renovations began on August 1st.  This new modest space will allow for growth and improved service delivery to meet the steadily increasing demand for their unique program offerings to Cape Cod women such as legal services, financial counseling and work support.  In the first half of this year the number of program participants served has doubled.  The Second Decade Campaign will make it possible to complete the building renovations.  Since the campaign launch in late June $125,000 has been raised - halfway to the $250,000 goal.  For more information on the Second Decade Campaign or to donate click here.

MASS 2-1-1 is a free, confidential, 24/7 information and referral database and hotline for access to health and human services for consumers and providers.  Multi-lingual translations are also available.  The Massachusetts Emergency Management Agency (MEMA) has designated it as the official point of contact for receiving emergency information during a time of crisis.

VETERANS CRISIS HOTLINE

The Veterans Crisis Line (1-800-273-8255, Press 1) is available 24/7/365 to provide confidential counseling and referrals for Veterans and their families.  This is an integrated national outreach effort to increase awareness and use of the Veterans Crisis Line, support and promote broader VA suicide prevention efforts, and promote help-seeking behaviors among Veterans at risk of suicide and other mental health problems.  For more information about the Veterans Crisis Line please click here.

SAMARITAN SURVIVOR SUPPORT GROUPS
Over 800,000 people worldwide end their lives annually.  Seven to ten people -- parents, children, siblings, aunts, uncles, grandparents, grandchildren and close friends -- deeply feel the devastation of each loss.  
That means that approximately 5 million "survivors" are left behind every year.
Samaritans has expanded the number of sites on the Cape & Islands for their survivor support groups including Falmouth, Hyannis and Nantucket.  These groups honor and respect the needs of the survivors, provide unconditional emotional support, help survivors gain courage and comfort from one another, and deal with a unique grief that is often not understood by others.

HOMELESSNESS CRISIS HOTLINE
Serving individuals & families in the communities of Barnstable County, Martha's Vineyard & Nantucket who are homeless or at risk of homelessness.  Immediate local emergency housing, food and transportation available.  Referral to the right resources for assistance, assessment and on-going support. If you or someone you know, are in crisis and have no place to stay tonight, call the  Crisis Hotline at 1-888-656-2233 to connect with an experienced advocate who can arrange local overnight emergency housing until the next business day.  You will meet with an advocate the following day to help you access available resources and supportive services.
