On Friday, May 21, 2010, PDN was pleased to exhibit at the Annual Meeting of the Southern Illinois Health Information Management Association (SILHIMA).  Held in the town of O'Fallon, IL, the meeting was a full day of education, inspiration, and professional camaraderie.  We are grateful that Lydia Owoo (a Chicago State University health information student) was able to join us for the trip.  We wish to congratulate the following three winners of the PDN raffle gifts at SILHIMA.  They are

Wendy Holder, RHIA

PDN Receives Vendor Recognition Award
PDN received the Vendor Recognition Award on June 16, 2010, at the University of Illinois' MAFBE (Minority and Female Business Enterprise) Conference.  This year's "Making the Connection" forum was focused on connecting the University's buying departments with qualified businesses owned by minorities, women, and persons with disabilities.  Congratulations to PDN!!

The President's 2011 Budget Addresses Health Inequities

By Lesley Russell

Note:  This article was published by the Center for American Progress

The president's proposed 2011 federal budget comes at a time when congressional leaders are regrouping on health care reform legislation. In the meantime, many sick Americans must battle our broken health care system every day. That battle is particularly difficult for racial and ethnic minorities, who are disproportionately represented among the poor and the uninsured. The proposed health budget's inclusion of a number of provisions that will address health care disparities is therefore most welcome. These provisions will help build the foundation for health care reform and work in tandem with proposals pending in Congress.

Message"A MESSAGE FROM THE PRESIDENT"

Gerri
Dear Readers,

It's July and summer is in full swing. Enjoy the weather.  As you may know, we have just passed the midpoint in the calendar year.  This is a time for serious reflection, monitoring and measuring our yearly goals, and above all enjoying life while moving forward with our everyday business.

Once again, the focus of our e-newsletter is manifold-dealing with health care, staffing, and education/training.  So please let us keep you abreast of the latest trends and best practices in service.

In this issue, we are pleased to have contributions from many health care leaders and industry experts.  Karen Patena offers a careful examination of the merits of learning online.   Additionally, veteran coder Pamela Nicholas provides useful pointers in her concise review of outpatient/office and emergency room coding procedures. Furthermore, you should find illuminating the article on the ICD-10 transition from coding stalwart Lou Ann Schraffenberger.

We are fortunate to be able to reprint New Patient Rights Scenarios, by Kevin Heubusch from Journal of AHIMA.  In our continuing effort to expose disparities in health care, we are privileged to reprint A Move to Close the Health Care Disparities Gap: The President's 2011 Budget Addresses Health Inequities by Lesley Russell (originally published by the Center for American Progress).

We offer congratulations to the newly elected AHIMA Board and CAHIIM members. Finally, we focus our spotlight on Theresa Jones, a PDN employee who has achieved distinction in HIM education.

Happy reading!

OnlineIs Online Education for Me?

By Karen Patena, MBA, RHIA, FAHIMA
Clinical Assistant Professor and Director
HIM programs-University of Illinois at Chicago

Online courses are becoming widely available as an alternativeK patena delivery mode for students interested in health information education.  Instead of "students going to class" at a certain time and place, online education presents an opportunity where "the class goes to the student", at a time and place convenient to the learner.  Sound appealing? Unfortunately, online courses do not result in a successful outcome for all students.  Let's examine what commonalities are found in a winning learning experience for web-based education.

TransitioningTransitioning to ICD-10-CM/PCS Requires an Action Plan

On October 1, 2013, the Centers for Medicare and Medicaid Services (CMS) will implement the ICD-10-CM (diagnoses) and ICD-10-PCS (inpatient procedures) code sets.  According to CMS, the compliance dates are firm; there will be no delays and there will be no grace period for implementation.

On the website (www.cms.gov), Medicare published an MLN Matters article (SE1019) on 6/22/10 and recommended seven (7) action items for providers concerning the ICD-10-CM/PCS implementation:

HIPAA gave consumers the right to request that covered entities restrict certain disclosures of their protected health information, but it did not require covered entities to comply.  ARRA does-in certain situations. ARRA also expands patients' rights to an accounting of disclosures.

How well do you know the new provisions? Test your knowledge with the following scenarios. Select the one best answer; each correct answer is based directly on a given section of the law. Read More
