|  | Dear Anne, I have just signed my sales contract and can't wait to start building my home, but my sales rep said it will take about 2 months until the builder is able to "break ground". What is the reason for the delay? - Anxious in Aspen Hill A: Dear Anxious, There are a lot of different tasks that need to be completed before your builder will be ready to start construction on your home. First, a surveyor (aka a land engineer) will need to inspect your property to determine the best positioning for your home on your lot. This will be based on the footprint of the home you are building, the laws in your county and any existing utility lines, septic fields or environmental factors. Using the surveyor's results, architectural plans will be finalized and permits obtained from your county. Erosion control measures will need to be
installed and your
lot will need to be cleared and prepared for construction. All of these steps are necessary to determine that your home will be constructed in accordance with your local laws and in a structurally sound manner, so that you will be able to enjoy your home for many years to come. Tax credit deadline fuels rise in April home sales

A rush of consumers aiming to meet a deadline to qualify for a federal
tax credit pushed the number of buyers signing contracts to purchase
homes to the highest level since October.
The National Association of Realtors says its seasonally adjusted index
of sales agreements for previously occupied homes rose 6 percent in
April from a month earlier to a reading of 110.9.
March's reading was revised upward to 104.6.
The Lehigh Valley saw a similar increase in pending contracts, an
indicator of future sales. There were 915 homes under contract in Lehigh
and Northampton counties in April, up 58 percent from a year earlier
and up 22 percent from March, according to a monthly report from
Prudential Patt White, Real Estate.
Economists surveyed by Thomson Reuters had expected that the national
index would rise to 108. The index also was up 22 percent from the same
month a year earlier.
The index provides an early measurement of sales activity because there
is usually a one- to two- month lag between a sales contract and a
completed deal.
