As we were waiting to find out whether Montana's Governor would veto the legislation, or allow it to become law without his signature, we learned that Representative Frank Nicely of Tennessee has introduced a bill in his state which is modeled after Montana's bill. North Dakota has also taken proactive measures to facilitate the opening of horse processing plants in their state.
