A Message from the President
Chief Bill Walker
It is a great time to be a part of the NC Association of Fire Chiefs. We are finalizing the agenda for the Mid-Winter Conference in Atlantic Beach on February 1st through the 3rd. We will have some great speakers and workshops that everyone will find beneficial.
The Board has been meeting to move the organization forward and set our goals for the upcoming year. We have just spent two days in Greensboro working with Chief Paul Brooks on our Strategic Plan, which should be completed by Conference. Once it is complete, it will be published on our web page for your review. We are also looking at some ideas to move the Association in a new direction which you will hear more about in the near future.
Chief Frank Burns and his committee are finalizing the IMAS project and will have a workshop at Midwinter to explain it to anyone who is not familiar with it. You can find a draft copy of it on our web page under the Archives tab.
We are still making progress with the Fire Chief's Reference Manual. Tim Bradley, with the Office of State Fire Marshal, has offered his personnel to assist, which we are forever grateful. We hope to have it completed soon. Tim will also be on a panel at our Midwinter to discuss the junior firefighter standard.
One of our most pressing initiatives this year is the advocacy of residential fire sprinklers. We in the fire service, above all, know how much sprinklers save lives. The Board has taken the position that all homes should be protected by fire sprinkler systems.
As with all the other Associations, our Board is very concerned with firefighter safety and we support the NCSFA and VFIS's driver safety initiative. They have done an outstanding job putting these classes together and delivering them across the state. As chief officers, we need to make certain all our drivers attend these classes. If your personnel have not yet signed the seatbelt pledge, I would encourage you to promote this in your department. It is never too late.
It is one thing to have safety rules and policies in place, but if they are not enforced then they do not exist. We must enforce these rules and policies to save our own personnel. "Safety Starts at the Top!" |

A Message from the Executive Director
Kenneth G. Mullen
Well, we are getting ready for a great Mid Winter Conference in Atlantic Beach on February 1-3, 2008. Conference registration information, Fire Chief of the Year nomination forms (nominations closed January 1, 2008) and golf tournament registration forms have been mailed. The conference agenda is included in this newsletter for your review.
Your committee representatives on various State Boards and committees are listed below for your information. It is important that you contact these representatives when you have issues or concerns that these committees address in the course of developing policy and standards that impact the delivery of fire and rescue services.
These committee members want to know your concerns, especially during policy or standard review periods. Our lack of involvement and our silence is often viewed as having a clear understanding of intent or standing in agreement with the proposed change. We encounter this in our departments as well when we develop individual policies, so it is imperative that we remain aware and involved during the developmental phase of new policies and standards.

We are excited to tell you that the Fire/Rescue Professional Ad Hoc group continues to work on the development of the training program for fire/rescue officers. The Chief's Association Board has reviewed and endorsed the program concept. The pilot program for the officer course will be conducted in Fayetteville in January of 2008. Special thanks to Tim Bradley and the OSFM staff, and the committee members who continue to develop this program. This training program is something that we have needed for a long time and it will be beneficial to the development of our younger employees who aspire to be fire officers. Additional information will be provided as the program is developed.
It is important that you respond promptly with the membership applications for 2008. Click here to download the membership application. We have contracted with a vendor to begin providing information to you through an electronic format, so we need your email addresses. These addresses will be protected.
