| Tips for Retaining Discounts on Claim Payments for your Alliance Enrollees |
|
A number of Alliance agreements, including those with UW Hospital, UW Medical Foundation, and Chartwell Midwest Wisconsin, include timeliness of payment language. This language determines whether or not your organization retains a discount on claim payments for your Alliance enrollees. In the past few months, we have seen an increase in the number of discount reversals and inquiries from TPAs regarding the provision of this contract. To ensure that our members receive these discounts, it is important to keep a few things in mind when processing these payments. Please share the following information with appropriate members of your staff to ensure that discounts are retained for our mutual clients.
The four important items to remember when processing claims from these providers:
- Failure of any payer to process clean claims within 30 days of The Alliance receipt may void the pricing arrangement regardless of proof of loss.
- "Clean claims" are defined as claims with all the proper fields completed with sufficient information for The Alliance to reprice the claim. This includes claims that may be delayed in the payment process because itemizations, questionnaires, medical records, subrogation, reinsurance, third-party liability, or other items are needed. In essence, if you have received the repriced claim from The Alliance, it is a "clean claim" and should be paid within 30 days.
- The 30-day time period begins on the day The Alliance receives the claim for repricing and ends on the day the UW or its associated entities receive payment. It does not start on the day the claim is received by the payer and end when the check is dated.
- When in doubt, pay the claim - the timeliness of payment provision includes a guarantee of a timely refund, no questions asked, as long as the request occurs within 6 months of payment.
To help your organization meet the timeliness of payment agreements and retain The Alliance discount on your claim payments, please consider incorporating the following steps in your adjudication process.
1) Review The Alliance weekly report of repriced and forwarded claims from the previous week to:
- Verify your organization has received each claim affected by the UW and associated entities contract, and
- Identify claims that might require expedited processing. If you'd like to receive a copy of this report, please contact Carlene Boehmer, 608.210.6601.
2) Request and receive itemizations from the UW via e-mail to avoid delays with the U.S. mail. The UW Hospital recommends that your organization use the following e-mail addresses to request itemized bills.

The normal mailing address is for lockboxes, which cannot accept overnight payments-leading to unanticipated delays. | Alliance Staff Member Featured at National Conference |
John Bott, The Alliance's value-based purchasing manager was featured on a panel of experts at the Agency for Healthcare Research and Quality (AHRQ) 2008 Conference: Promoting Quality, Partnering for Change in September. As a member of the panel, Bott provided insight into the question: "What has to change in American health care so that in 5 years, we're not having the same discussion about why health care isn't safer, more effective, and less costly than it is today?" Bott provided information on ways to help consumers understand and evaluate quality, cost measurement and transparency as well as the need for more significant measures in value-based purchasing. Other members of the panel included: Dr. Carolyn Clancy, Director, AHRQ; Dr. Arthur Kellermann, Associate Dean for Health Policy at Emory University School of Medicine; Dr. Darrell Kirsch, President and CEO, Association of American Medical Colleges; and Carol Cronin, Founder, The Informed Patient Institute.
