Industrial Security & You: Being Prepared |
 Are you prepared? Are you staying up-to-date with the latest notices on JPAS, postings on DSS' website, upcoming training opportunities, and submitting planned budget requests for your security program for 2012 and beyond?
Since January we have already seen many changes and updates as well as reminders of upcoming deadlines to be aware of. Specific changes include:
- Fingerprint Cards are due within 14 days & should be submitted as soon as the investigation paperwork;
- Interim Determinations will now be held until Fingerprint reports from the FBI have been reviewed;
- RRU Guidance has been posted on the DSS website -- new as of February 1st
- Vocabulary Changes --
- Security Reviews/Inspections now known as Vulnerability Assessments;
- Administrative Findings now known as Vulnerabilities;
- Serious Findings now known as Acute Vulnerabilities;
- Fixes now known as Countermeasures;
- Prioritizing of Vulnerability Assessments; and
- HSIN Portal
Now is the time to make changes in your program, if needed, and/or to remind management of upcoming budget-busters like the requirement to submit all fingerprints via SWFT by December 2013.

Alert: JPAS Outage, Fingerprint Updates, & DSS Postings | |

Have you bookmarked the DMDC JPAS webpage yet? If not, be sure and do so as this is the main posting area for changes in procedures, maintenance upgrades to JPAS, and scheduled outages like this coming weekend (February 18th-20th).
If you have folks who are working on their e-QIP, be sure and inform them not to submit this weekend, but to hold on to it until at least Tuesday or their forms may disappear.
Another good webpage to bookmark would be the DMDC SWFT webpage. This is the page you will need when you begin working with electronic fingerprint submissions. Why? You have until December 31, 2013 (Fingerprint Memo) to budget and get setup to submit electronic fingerprints. All the information you need is in either the fingerprint memo or on the DMDC SWFT webpage.
- At the NCMS Seminar in June 2011 we heard that there was work in progress to make it possible for multiple CAGE Codes to use one (1) registered SWFT;
- At the Austin FSO Brown Bag meetings we have also heard that the work was still in progress; and
- At the February NCMS Lone Star Chapter meeting, San Antonio Field Office Chief Richard Hibbs was unaware of any approvals for multiple CAGE Codes to use one (1) registered SWFT.
So far now, the best suggestion would be to figure out how to budget for or who to connect with to use SWFT to submit electronic fingerprints by the due date (December 31, 2013).
In the most recent DSS Monthly Newsletter (under Interim Clearance Process Changes), many of us were informed that the new fingerprint policy is 14 days and that the fingerprints should be submitted almost simultaneous with the e-QIP submittal to avoid Interim determination delays. DISCO will now delay Interim determinations until receiving a favorable fingerprint report from the FBI (posted here).
And in the same email (DSS Monthly Newsletter) under Research, Recertify, and Upgrade, we were notified that there is new guidance effective February 1, 2012 on how and when to submit RRUs via JPAS (posted here)

Working with Video Recordings & Blurs | |
What are your expectations for security video or any video that may assist in determining who did what, when, and how? Do you expect your facility's video to reveal more than what is possible due to budget restraints and technology in use? Have you or management fallen victim to the "CSI-effect" (defined here)?
As Facility Security Officers (FSOs), we are sometimes also responsible for the physical security of our facilities and therefore need to be aware of the limitations of the equipment we use to mitigate risk. We also need to be aware of resources that may enable better results from our video -- especially if the video in question is to be used in court as evidence. One of these resources is a new technology called "motion deblurring".
"Motion deblurring" is still in the early stages and can usually only be found in research labs or video enhancement service providers like Forensic Protection (www.forensicprotection.com). Many of the better video enhancement service providers offer to improve a small portion of your video without cost or obligation -- making it easier to comparison shop for the best results for your particular video.
Of course use of this new technology can cut both ways -- helping the accused or the victim. As risk managers it is one of our responsibilities to be able to protect our facility, management, staff, and other assets as best we can while keeping management informed of the level of risk and any options available for reducing that risk.

ECA PKI Update | |

Have you locked yourself out of your ECA PKI card? The vendor IdenTrust, Inc. recently sent an email to their clients stating that the ECA PKI smart card purchased from them allows the user seven (7) attempts to get the passcode correct. After the seventh attempt the card and certificate are useless. If you have disabled your card access and originally purchased your ECA PKI from IdenTrust, Inc., they have issued a six (6) month grace period in which you are able to reapply for card and certificate as long as you purchased the original within the prior six (6) months. This is only valid from January 26th thru July 31, 2012. Contact the IdenTrust, Inc. ECA Help Desk (888-882-1104) for further information.
