Industrial Security & You: Change & Compliance

Change and compliance -- are you ready? Some of the changes we face are predictable.  The ability to foresee and prepare for change is essential in our role as Facility Security Officers (FSOs).
 
Currently we are dealing with the changes in the marketplace: loss of or postponed contracts, tighter department and company budgets, and changes in required skill sets and certifications by management and DSS.  An example can be found in the increased focus on Information System Security Managers' (ISSMs) and Information System Security Officers' (ISSOs) technological knowledge and ability to apply the increasingly complex configurations and security measures to classified computer systems.
 
Another upcoming change is the revised National Industrial Security Program Operating Manual (NISPOM) -- some of the revisions seem to be written to facilitate compliance with DSS Industrial Representatives' rulings.  Other revisions like Chapter 8's (the Information System Security chapter) are complete rewrites.

If you have not initiated an investigation within the last month, you probably have not seen the latest change in JPAS (Latest Release Notes 3.9.0.0).
 
This revision modifies the Add/Modify Investigation  screen by adding 11 Agency Use Blocks, 3 new values to the Extra Coverage/Advanced Results listing and other miscellaneous changes.  Currently the JPAS JCAVS Desktop Resource Manual and the JPAS tutorial have not been updated to provide guidance for the use of the new Agency US Blocks or other additional selections.  At this time, industry users should leave these items blank until further guidance has been provided.
 
Please be sure and update your JPAS Acceptance Screen bookmark -- if you do not access JPAS from the application tab on www.dss.mil.  As of 06/21/2010 the promised transition from DSS to Defense Manpower Data Center (DMDC) is now completed.
 
Defense Industrial Security Clearance Office (DISCO) will identify and subsequently notify NISP cleared contractor facilities of cleared personnel who are eligible or overdue for a Periodic Reinvestigation (PR)...Once identified the contractor has 60 days to submit the electronic SF 86 or...eligibility will be removed.
 
Recommendations are to review JPAS often (lack of login within 60 days results in lockout that can only be reset by JPAS Help Desk) checking notifications and the Periodic Reinvestigation report.

Moving Beyond Personnel Security

Have you reviewed
your facility's physical security needs?  Are you responsible for ensuring that the 'security in-depth' protection level is adequate?  Would you know who to call to obtain security guard quotes?  Have you broken down your needs so that you can compare similar quotes and make a recommendation?
 
When might you need a security guard?  An example: One of your secured facility's doors is broken and it will be 24 hours before it can be repaired.  Or maybe you have received a tip that you need to ensure protection of staff and customers during a planned protest. 
 
Your needs may be large or small, but you should have business cards from several vendors and/or recommendations from colleagues who have dealt with the local companies.  One way  is to keep a file of the advertisement brochures or cards you receive in the mail.  Another includes attending seminars with exhibitors or local ASIS Chapter meetings.  You will find several physical security vendors which fit various needs and may even receive a briefing on the latest physical security technology or services being offered.
