Forecasting Future Expenditures |

Some companies have their departments forecast future expenditures for the next year, next 5 years, and sometimes even further out. Many ask their department heads for the forecast and budget requests at the end of the previous fiscal year. Others ask for the forecast and budget requests at the beginning of the new fiscal year.
If you have never been responsible for submitting a budget or if your department head has just recently asked for your input some items to consider are:

Grooming Your Replacement |
Whether you are primarily the Facility Security Officer (FSO) or it is only one of many roles you currently hold, you should plan who your replacement will be and begin grooming him or her. It is very rare that one person will remain in the same FSO role or position for longer than five years. Sometimes change occurs because management and the previous FSO no longer visualize the same path to the companies objectives or goals. Sometimes it is just time for a change so that either the company, the FSO, or both can continue to grow.
Once you have selected your replacement or a couple of candidates, it is time to start grooming. Introduce your choice candidate(s) to security. Have them enroll and take the Essentials for Industrial Security Management or another of the independent study courses made available via ENROL, the On-Line Learning from the Defense Security Service Academy (DSSA). Assign a task that involves applying information from the NISPOM and/or one or more of the Industrial Security Letters (ISLs).
While you are grooming your future replacement, do not forget to continue your own studying and learning so that you may advance to a better and more challenging position.

Finding a Facility Security Officer (FSO) |
When searching for a Facility Security Officer (FSO) you want someone who can work with your staff and yet keep you compliant with the NISPOM. You wish for someone who has the knowledge and energy to assist your company in reaching it's goals.
Per the NISPOM, the FSO is an employee who is also a citizen of the United States. This employee will be the liaison between your management or staff and the government agency security representatives. Someone who is familiar enough with the regulations (NISPOM, ISLs, etc.) to be able to find a way for your staff to effectively and efficiently provide the product or service to your government client while ensuring that National Security is protected.
The NISPOM currently requires all FSOs to have obtained required Defense Security Service Academy (DSSA) training within one year of being appointed. This training is available as individual study via the ENROL application of the www.dss.mil website. There are also additional individual study programs to supplement and increase an FSO's knowledge.
If you do choose someone who has not already progressed through the FSO training, there are local NCMS Chapters which provide networking with Subject Matter Experts (SMEs), additional training, and heads up on changes that are in the works -- like the NISPOM being revised by the 2nd Quarter of 2010. Becoming a member is one of the many "Above and Beyond" items that your Defense Security Service (DSS) Industrial Security Representative may be looking for during the Annual Security Review.
