Membership Updates

JDCAP hosted the annual Youth At-Risk conference at the Marriott City Center in Pittsburgh PA from October 2-5, 2012. The conference, themed "New Systems: Repurposing Juvenile Justice" was very well attended. The Board meeting held immediately preceding the conference, included presentations by Seth Bloomquist, JCJC compliance monitor, Brinda Carol Penyak, CCAP Deputy Director, and Lois Huling, Acting Director, Barbara Edelstein, Regional Manager, Policy and Staff Development and James Johns, Director, Policy and Staff Development (BJJS). Jim and Barbara provided an update on BJJS efforts toward PREA compliance.

 

Elections for the offices of President and Vice President took place during the Board meeting immediately preceding the conference. William "Jack" Simmons, Allegheny County - Shuman Juvenile Detention Center was elected President, Drew Fredericks, Lancaster County Youth Intervention Center was elected Vice President. These elections left the Treasurer and Secretary positions vacant. Rob Monzon, Abraxas Academy was appointed to fill the Treasurer position and the association is seeking someone to fill the Secretary Position pending an formal election which will be held at our next Board meeting.

 

Conference courses were limited this year in an attempt to offer sessions that provided more in-depth training. While session evaluations are yet to be calculated, overall feedback was very positive. Comments reflected the professionalism of speakers and the overall quality of the content.

 

While facility membership has declined due to decreased utilization, we were very pleased to have Allegheny, Centre, Abraxas Youth Center, Lancaster, Montgomery, Bucks, Philadelphia, Abraxas Academy, Chester representatives present for our Board meeting.

 

This year's Awards Banquet included the recognition of the large number of individuals who have dedicated years of service to youth and their community. All JDCAP facility employees exceeding ten years of service received individual recognition awards. Additionally, JDCAP recognized the following individuals for their outstanding service and achievement:

  

Rookie Staff of the Year: Bret Thiel - Montgomery County Youth Center

Staff Person of the Year: Susan Dorrin - Lancaster County Youth Intervention Center

Educator of the Year: Joseph Vilcheck - Shuman Juvenile Detention Center

Nurse of the Year: Monica Walton, LPN - PrimeCare Medical Inc., Lancaster County Youth Intervention Center

Distinguished Service Award Within the Field of Juvenile Detention: Errol Nelson - Shuman Juvenile Detention Center

Distinguished Service Award Outside the Field of Juvenile Detention: Chaplain Joel Bare, Lancaster County Youth Intervention Center

Program of the Year: Living Forward: Understanding & Overcoming Trauma - Shuman Juvenile Detention Center

Special Event of the Year: New Beginnings - Chester County

 

The Montgomery County Youth Center was recognized for their accomplishments and support to the association with the President's Award. Brandon F. a Lancaster County youth was the winner of the annual poetry contest. As the winner, Brandon received a one hundred dollar savings bond for his entry.

 

JDCAP will be hosting a Juvenile Justice Conference in September 2013 at the Penn Stater, State College PA. At this time, JDCAP would like to offer sessions focused on efforts to offer evidence-based interventions. Please let Wayne Bear know if you have any suggested session topics for the upcoming conference.

Reminder: Legal Liability Webinar

The National PREA Resource Center and The Project on Addressing Prison Rape invite you to join us on Tuesday, October 9, 2012 from 2:00 - 4:00 p.m. Eastern time for Legal Liability for Sexual Abuse of Individuals Under Custodial Supervision . This webinar focuses on the liability of agencies, staff and others for sexual abuse of people in custody. During the webinar, Prof. Smith, Director of The Project on Addressing Prison Rape, will: (1) review the legal issues involved in legal liability including the national PREA standards and applicable state and federal law protecting inmates and residents from sexual abuse; (2) illustrate legal liability in different settings and scenarios using case law decisions; (3) discuss different elements of liability for municipalities, officials, individuals and staff; and (4) identify steps agencies can take to address potential liability.

Regional Training Announcement: Human Resources and Administrative Investigation

The National PREA Resource Center and The Project on Addressing Prison Rape  are hosting a Regional Training in Washington, DC on December 3 - 5, 2012. This will be a 20-hour training covering the national Prison Rape Elimination Act Standards and implications on administrative investigations and human resource policies and procedures. The following are the goals of this training: (1) review the PREA standards and identify impacts on administrative investigations and human resources; (2) identify components of investigative and human resource policies and procedures as they relate to sexual abuse of persons in custody; and (3) understand legal and investigative implications and strategies to responding.

Webinar Announcement: Implications for Human Resource Practices in Correctional Settings

The National PREA Resource Center and The Project on Addressing Prison Rape invite you to join us on Tuesday, October 23, 2012 from 2:00 - 3:30 p.m. Eastern time for Implications for Human Resource Practices in Correctional Settings . This webinar focuses on the national PREA standards and the implications for human resource practices. During the webinar, Prof. Smith will: (1) review the national PREA standards applicable to human resources issues; (2) discuss relevant human resource policies that can help agencies address PREA, such as employee reference waivers and anti-fraternization policies; (3) identify strategies that can be helpful in gaining union buy-in; and (4) identify steps agencies can take to address potential liability because of hiring and promotion practices.

Webinar Announcement: The Big Picture: PREA and Victim Services in Prisons, Part 1

The National PREA Resource Center and Just Detention International invite you to join us on Tuesday, October 30, 2012 from 1:00 - 2:30 p.m. Eastern time for The Big Picture: PREA and Victim Services in Prisons, Part 1 . This two-part webinar will guide officials, step-by-step, through the process of building programs for responding to sexually victimized inmates in prisons. Part I will explain how the new PREA standards can be used as a tool for delivering victim services effectively. The training will focus on the role of community-based rape crisis advocates in providing these services, the benefits of early intervention, and the legal and ethical questions around confidentiality. The webinar will draw on the experiences of prison rape survivors to demonstrate to officials how to respond to instances of sexual abuse in a manner consistent with the PREA standards. The audience will have an opportunity to ask questions.

Live Broadcast Announcement: LGBTI Populations: Their Safety, Your Responsibility

The National PREA Resource Center and National Institute of Corrections invite you to join us on Wednesday, November 7, 2012 from 12:00 - 3:00 p.m. Eastern time for LGBTI Populations: Their Safety, Your Responsibility . The goal of this free NIC live satellite/internet broadcast is to inform and increase awareness of strategies for developing policies and procedures for LGBTI populations. The broadcast will highlight promising practices by providing resources and examples of agencies who are responding to the needs of LGBTI populations in their setting.

Publication Offers Best Practices for Serving Victimized and Traumatized Children

The Safe Start Center has released "Victimization and Trauma Experienced by Children and Youth: Implications for Legal Advocates," a 16-page brief that examines the prevalence and impact of child victimization and exposure to violence. The publication also covers trauma-related stress symptoms, assessments, and treatments; offers practice tips for judges, attorneys, and court-appointed special advocates; and provides guidance for advancing policy to support trauma-informed practice.
