WOW- Workforce Development, Inc. kicks off a new work experience initiative called
Transitioning Adults into Permanent Employment (TAPE) program.



Through the pilot program, American Recovery & Reinvestment Act (ARRA), Wisconsin was awarded $34M for a Transitional Jobs project to help people gain new skills and re-enter the workforce.

The fund filtered through the states Temporary Assistance for Needy Family (TANF) program to The Department of Children and Families (DCF) who will implement their Transitional Jobs Program.


Transitional Jobs targets Wisconsin residents who are not eligible for working family assistance through the state's W-2 program.  The program focuses on building partnerships with local organizations to help individuals acquire new skills and work experience.  DCF will link with 17 local agencies to carry-out the project to 38 counties.   WOW Workforce Development Board was one of the fund recipients at $1.3M.  WOW Workforce Development Inc (WOW-WDI) will provide transitional jobs opportunities through the TAPE program to eligible adults in the Waukesha, Ozaukee and Washington county areas.

TAPE Program Highlights:
·     This program is at NO COST to the employers. Participating employers include: non-profit organizations, government agencies or private for-profit businesses.
·     TAPE Participants are paid $7.25 per hour and may work between 20-40 hours a week.
·     WOW-WDI staff will complete all paperwork required for job placement, are the employer of record and is responsible for Workers Compensation costs.
·     Placement begins early fall and program period is for six months.

TAPE Worksite (Hosts) Responsibilities:
·     Provide supervision and support to the participants in acquiring workplace skills and competencies for a period of six months.  Hosts are required to sign a contract before the participant starts work.

TAPE Participant Profile:
·     Eligible adults of low income, between the ages of 21-64 who are ineligible to receive W-2 and Unemployment Insurance benefits and unemployed for at least the four prior calendar weeks.
·     Must attend two weeks of orientation consisting of assessments of strengths and barriers to education and employment, development of an individual education and employment plan and orientation to the program.
·     Enrollment into the program consists of 13 months with up to six months of transitional job experience.
·     Adult basic education, soft skills training, work readiness assessments, and computer classes will be offered to participants needing such training.
