When market value falls short of what the borrower owes, it creates a short-sale.  This short sale situation is prevalent in our housing market at this point in time and affects a neighborhood's home values more than you would expect.  If there are 5 homes in a neighborhood for sale and 3 are short sales, the listing agents price them below market so they will sell quickly.  You would expect that the best priced homes would sell first. The price point of the home selling short now becomes the price to beat.
