| Bedford Park To Create Industrial TIF district | | |
A nearly one-mile-square section of the Bedford Park industrial corridor may soon become its own economic development engine by becoming the village's latest Tax Increment Financing district.
Mayor David Brady said a study is underway by the Plainfield-based Testa consultant group to determine the eligibility of the area bounded by 65th Street to the Belt Railway property and the LaVergne Avenue hotel district east to Narragansett Avenue as a TIF district.
"There's a lot of vacancies" said Brady of the area that once featured numerous manufacturing anchors that helped fuel the economy. "But those jobs dried up and logistics, warehousing has become more the norm."
He described the largely vacant section of the village as approximately "one mile in both directions" and destined to become "the largest TIF" in Bedford Park, in which the only other existing one is the hotel corridor along its eastern border of Cicero Avenue.
Brady said the TIF study is almost completed and that "preliminary discussions" have already begun with affected taxing bodies. Those include the village's Park and Library districts, a Stickney elementary school district and the district that encompasses the area served by Reavis High School in Burbank.
TIF districts are typically active for up to 23 years, perhaps longer, during which time the equalized assessed valuation of properties within the district are, in effect, frozen. Any increase in property tax revenues are directed to a fund for use within the TIF district only.
Meanwhile, construction could begin June 1 on a three-story day surgical center at State Road and Cicero Avenue on the site of the former Frank's Nursery & Craft Store. The new development is outside the boundaries of any special taxing district.

Over 300 people attended the South Suburban Speed Networking Event at the Orland Park Civic Center. BPCIA together with 14 local & regional Chambers of Commerce worked together to plan one night of high speed networking! Many people had the NEED FOR SPEED Networking!

Annual Meeting

| | Mayor David Brady presented a State of the Village address at the BPCIA Annual Meeting in April. He spoke of many completed road improvements and water upgrades in the industrial area. Pending projects include more road improvements and a beautification project in the industrial area.
Mayor Brady discussed the WBBM commercials advertising the Village of Bedford Park. There has been alot of positive feedback and he is hopeful that this will attract new businesses. Stringers are attached to the commercials, spotlighting specific available properties.  | Bedford Park Expands Intersection Safety Program | |
BEDFORD PARK, Ill., The Village of Bedford Park announced two new locations for intersection safety cameras. Beginning date, cameras at Southbound IL RT 50 (South Cicero Ave.) @ South State Road and Southbound IL RT 50 (South Cicero Ave.) @ West 73rd Street. Intersection safety cameras will take photos of red-light runners. The Village's road safety program aims to protect drivers, passengers, cyclists and pedestrians from injuries or crashes caused by red-light running. Bedford Park traffic safety program has been in effect for 21 months and recorded 3,210 violations.
The City chose additional locations for automated enforcement after evaluating the problem of red-light running at these intersections.
"The intent of our intersection safety program is to get drivers to obey traffic signals. This is about public safety, and collisions resulting from red-light violations are completely preventable. We've seen a decrease in the number of violations," said Daniel Godfrey Chief of Police.
Intersection safety cameras operate 24-hours a day and capture still images and video of red-light running violations. During a 30-day warning period for the new cameras, a warning notice will be issued to the vehicle's registered owner. There will be no fine for this warning notice. At the completion of the warning period, citations will be issued. Warning signs alert drivers to intersections equipped with red-light cameras.
Photo-enforcement cameras are located at 4 locations:
- Eastbound at West 65th Street @ South Lavergne Avenue
- Westbound at West 65th Street @ South Lavergne Avenue
- Southbound at IL RT 50 (South Cicero Avenue) @ South State Road
- Southbound at IL RT 50 (South Cicero Avenue @ West 73rd Street
The program is administered by American Traffic Solutions, Inc. (ATS) with each violation reviewed and approved by the Bedford Park Police Department prior to being issued.
Intersection safety technology is just one way the Village of Bedford Park is making local streets safer for everyone.

 | Governor Quinn Announces 2,825 Jobs Created With New 'Put Illinois to Work' Employment Effort

Momentum Builds to Reach Program's Goal of 15,000 Jobs
On May 3, 2010 Governor Pat Quinn announced that 349 employers across the state have agreed to employ more than 2,825 workers through the Quinn Administration's Put Illinois to Work (PIW) employment program, which was launched only a week ago.
At that time, Governor Quinn unveiled the PIW program, an anti-poverty effort designed to develop a healthy workforce by putting unemployed and underemployed Illinois residents to work. Put Illinois to Work is expected to create more than 15,000 jobs.
"The response by employers and workers has been tremendous, and the momentum is building toward creating more good-paying jobs that can support families and communities," said Governor Quinn. "Already, 349 employers across Illinois have signed on to Put Illinois to Work and committed to employing 2,825 people. I encourage businesses and residents across the state to visit PutIllinoistoWork.Illinois.govand fill out an application.
Through Put Illinois to Work, eligible Illinois residents will be placed in subsidized employment positions with participating worksites for up to six months, learning valuable skills and supporting their families. The program will help stimulate Illinois' ailing economy and develop a healthy workforce by providing meaningful work experience for participants.
The Put Illinois to Work program was recently profiled in a story appearing last Sunday in the New York Times, which noted the program is designed to deal with the current economic emergency by allowing employers to create jobs for members of low-income families and single mothers immediately throughout the state.
Private, public and non-profit businesses are encouraged to sign on with Put Illinois to Work. Eligible participants will be matched to subsidized employment opportunities with these worksites in hopes that they might transition into an unsubsidized position at the program's conclusion.
Put Illinois to Work is a collaborative effort of the Illinois Department of Human Services (IDHS), the Illinois Department of Commerce and Economic Opportunity (DCEO) and Heartland Human Care Services (HHCS). Funding is provided through the Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund (ECF), which was created by the American Recovery and Reinvestment Act of 2009 (ARRA).
Eligible worksites and participants must meet program criteria and agree to adhere to specific programmatic requirements. Participants must be age 18-21, or 18 and older and the parent (custodial or non-custodial) of a minor child. All participants must have a household income below 200 percent of the Federal Poverty Level ($2,428 per month for a family of two) and be legally present and authorized to work.

The Village of Bedford Park elected officials adopted an ordinance thereby creating a job incentive program. The rationale behind this ordinance is to encourage the hiring of qualified Bedford Park residence for job openings that may surface in our community. Mayor Brady and the Board of Trustees understand the difficult economic conditions we are all now presently facing. Unfortunately, it appears as though the economic climate will not change in the near future. As elected officials, they are hopeful that this job incentive program will not only prove beneficial to you as an employer but will also help our residents in their search for gainful employment.
The pertinent terms of this ordinance are as follows:
- A company doing business in Bedford Park may qualify for a partial real estate tax rebate from the Village of Bedford Park upon the hiring of a Bedford Park resident on a full-time basis for a period of at least 2 years:
- The rebate shall be a sum of Five Thousand Dollars ($5000) or fifty percent (50%) of the Village's portion of the tax levy relative to your property, whichever is less;
- If a rebate by the Village authorities is granted, said rebate shall not exceed two (2) years;
- Any company seeking an abatement must provide proof that any and all real estate taxes have been paid in full;

The abatement will not apply to a company who leases properties if the lease agreement calls for the tenant to be liable for the payment of the real estate taxes. In such an event, an agreement by and between the company and the tenant must be submitted to the Village authorities regarding the rebate distribution;
- This job incentive program will be evaluated on an annual basis and is subject to modification or may be repealed by the Village Officials;
- This abatement program will be terminated upon the creation of twenty (20) full-time employment positions by the companies located in Bedford Park.
The hiring standards and job qualifications will be solely established by each company. The Village of Bedford Park will not be involved in any manner relative to your respective employment process. Obviously, compliance with any and all applicable federal and state rules and regulations must be handled and adhered to by your Human Resource department.
In the event that a job position becomes available, we would ask that written notice of the same be sent to the Village Clerk. Upon receipt of this notice, the Village will then notify its residents of this position. For more information call the Bedford Park Village Hall at 708-458-2067. |
