2009 Salute to Utah's Citizen Diplomats

Senator Gene Davis & Martha Ball
Salt Lake City - On Thursday, August 20, the Utah Council for Citizen Diplomacy (UCCD) presented Senator Gene Davis (left) and Martha Ball (right) with the 2009 Citizen Diplomat Award. The award is presented annually to individuals who have made a significant contribution to citizen diplomacy in the state of Utah. The awards were presented at the 2009 Salute to Utah's Citizen Diplomats held at the Jewett Center for the Performing Arts, Westminster College.

Senator Gene Davis, Senate District 3, has been instrumental in promoting the State of Utah's global engagement in U.S. public diplomacy and citizen diplomacy through the International Visitor Leadership Program. Citizen diplomacy is the concept that the individual has the right - even the responsibility - to help shape U.S. foreign relations "one hand-shake at a time." Senator Davis' leadership is essential to ensure Utah has the same degree of global engagement found in other Western states.

Martha Ball, founder and former director of the Utah 3 R's Project (Rights, Responsibilities, and Respect), has been an educator for twenty-six years. In 2000 she was honored as Outstanding Teacher of United States History by the Daughters of the American Revolution and in 2006 honored as a University of Utah Emeritus Alumni. She was an exchange student to Poland and Fulbright Scholar to India. Mrs. Ball has served as a Trustee for the Utah Council for Citizen Diplomacy, and as a Utah Citizen Diplomat, has welcomed over 50 International Visitors from 30 countries into her home.

The Salute for Utah's Citizen Diplomats is an event like no other - honoring remarkable Utah leaders who promote global understanding and respect between the people of Utah and other nations.

"We have been so fortunate to be able to meet so many wonderful people from many countries right here in Salt Lake City, to share a meal together, and to have the opportunity to learn that 'we are just like them.'"

- Mrs. Shirley Rossa, UCCD Home Host

Salt Lake City, August 7, 2009 - We recently hosted Irina Khaidarovna Grigoryeva and Oksana Vitalyevna Malysheva from Russia examining "Disability Issues" and their interpreter Yevgeniy Galperin for dinner and conversation. These Visitors came to Utah through UCCD's International Visitor Leadership Program administered by the U.S. Department of State's Bureau of Educational and Cultural Affairs. We also invited our friends Tim and Gloria Hanson, who had visited Russia three years ago, to join us for the evening. I believe I can speak for all of us that it was simply a fabulous experience! And much of the success of the evening can be attributed to Yevgeniy (he told us to call him Eugene) who made everything just flow. Continue reading.

State Alumni Logo
On Tuesday, June 30, the State Alumni website held a webchat with the National Council for International Visitors (NCIV) President, Dr. Sherry Mueller.

Dr. Mueller addressed questions about citizen diplomacy, including: "What is citizen diplomacy, and how is it different from traditional diplomacy?",  "What does it mean to be a citizen diplomat in one's own country and what does it mean to be a citizen diplomat abroad?",  "What are some successful models for citizen diplomacy in the United States and around the world?", and "How does new media impact citizen diplomacy?"

To access the full transcript, click here to register as a State Alumni or read on as we feature one question and answer per issue.

Question
Dear Dr. Mueller,

What tools do you use to measure the impact of citizen diplomacy?

Thank you,

Alexander (Sasha) Bryukhanov
Edmund S. Muskie Fellow 2000
Saint Petersburg, Russia

Answer
Priviet, Sasha! I'm delighted to have a question from a Russian colleague, because one of my earliest international exchange experiences included spending the summers of 1967 and 1969 in the Soviet Union on an Experiment in International Living program. Your question is one that is very important, because in every field people are inevitably trying to measure success.

We are preparing to celebrate the 50th anniversary of the National Council for International Visitors. One of our projects is to publish a book, both in print and a larger electronic version, that documents "success stories" involving our member organizations and their work as citizen diplomats.  One of the primary measures of success is whether long term relationships emerge from international exchange programs. Continue reading.
