Salt Lake City, May 28, 2009 - Senator Gene Davis met with a group of visitors from Africa last Monday at the Capitol. Among the African countries represented were Chad, Mali, Kenya, Senegal, Niger, Madagascar, Sudan, Namibia, Ghana, and Burkina Faso. The group, sponsored by the United States Department of State and locally by the Utah Council for Citizen Diplomacy, participated in a regional project for Africa entitled "Religious Freedom and Interfaith Dialogue." University of Utah Students Visit NCIV in Washington, D.C.

Salt Lake City - On May 14, 2009, University of Utah students involved in the Hinckley Institute of Politics met with Dr. Sherry Mueller [left], President of the National Council for International Visitors (NCIV), in Washington, D.C. for an hour of lively questions-and-answers. The Utah Council for Citizen Diplomacy, a member of NCIV, is part of a network of over 90 councils nationwide whose mission is to promote excellence in citizen diplmacy.
These seminar students, including three students from China, had the opportunity to ask questions about the history and impact of NCIV, its relationship to American National Government, and the making of public policy. Dr. Tim Chambless [right], group leader, is an Assistant Professor/Lecturer in the Department of Political Science at the University of Utah and a member of the Utah Council for Citizen Diplomacy. Kirk Talbott named New President & CEO of the World Affairs Councils of America
Washington, D.C., May 4, 2009 - Mr. Kirk Talbott begins his tenure today as the President and Chief Executive Officer of the World Affairs Councils of America (WACA). WACA is the largest grassroots foreign policy organization in the United States. It is a non-profit, non-partisan confederation of 90 independent councils with over 500,000 members and participants from Alaska to Florida. The Utah Council for Citizen Diplomacy is the Utah chapter of the World Affairs Councils of America.
Talbott replaces Ms. Barbara Propes, who led the organization for the past three years.
After an extensive search, the WACA National Board of Directors selected Talbott based on his 30 years of experience with non-profits and in international relations and development. Talbott has served over the past six years as President of First Voice International, which provides knowledge sharing, satellite and community radio platforms across Africa and Asia. He has also served on several nonprofit boards and has taught and published widely in the fields of international environmental security, property and resource rights, and sustainable development.
Talbott has a J.D. and M.S.F.S. from Georgetown University and a B.A. from Yale. He is a member of the District of Columbia Bar Association.

GAO Report on Public Diplomacy Creates Opportunity for Nonprofits to Show Benefits of International Programs
Washington, D.C. - The United States Government Accountability Office (GAO) released U.S. Public Diplomacy: Key Issues for Congressional Oversight on May 27, 2009. It finds weaknesses in U.S. international communications efforts and notes that the President must issue a new comprehensive communications and public diplomacy strategy by December 2009. Recommendations call for a "clear definition of the problem, desired results, and a delineation of agency roles and responsibilities."
Development of a new strategy creates an opportunity for the U.S. nonprofit sector to urge greater recognition of the role of philanthropy and aid and development programs in countering violent extremism, and development of policies that encourage and facilitate that work.
The report say that despite more than $10 billion spent on communications efforts, "foreign public opinion polling data shows that negative views towards the United States persists..." However, it says public diplomacy can play a "significant role...in promoting U.S. national security objectives, such as countering ideological support for violent extremism..."
