NOMINATION FOR THE SILVER BEAVER AWARD
The Silver Beaver Award is given to honor noteworthy individuals of exceptional character for their service not only to the Boy Scouts of America but also to all youth through their involvement in community activities such as civic, business, professional, religious, fraternal, veteran, etc. This award is based on exemplary service at the Council level, which clearly surpasses the individual's unit or district. Only registered, volunteer Scouters, over 21 years of age are eligible for nomination.
The Silver Beaver Award is presented annually to deserving individuals, after careful consideration by the Silver Beaver Selection committee. Nominations are not kept for nominees previously not selected. An application must be resubmitted for individuals to be considered for this award.
All Silver Beaver nominations must be submitted, on this application, prior to April 15, 2012, for consideration by the selection committee. Because of the distinguished nature of this award, it is essential to include as much information about the nominee as possible. The form asks that very specific data be provided, including an extensive Scouting history and current status as well as accomplishments, making this nominee the most qualified for the award. Areas/questions left blank will be considered as no service given. The nomination is held in strictest confidence from the nominee and while it is not appropriate to interview the nominee for information, casual conversation may elicit the data required. Other sources of information may be used such as: spouse, Scout Service Center records, friends, neighbors, and other Scouters. Every possible precaution must be exercised in obtaining information in order to preserve the integrity of the award. The individual nominated should have no knowledge that he/she is being considered. This is a requirement of National policy and prevents possible embarrassing situations for the nominee.
On behalf of the Yankee Clipper Council, BSA and President Tim Felter, all registered scouters are invited to submit a Silver Beaver Nomination Form (with picture of nominee) to the Yankee Clipper Council Selection Committee. FROM THE COUNCIL PRESIDENT TIM FELTER
Dear Scout Leader
The adult leaders of the Yankee Clipper Council worked diligently in 2011 to focus on "The Main Thing" - the delivery of a quality character building and leadership development program to as many young people as possible. And by many measurements we succeeded. More youth were registered in the YCC's programs at the end of 2011 than at the beginning of the year. We finished the year in the black, the first operating surplus in seven years. We developed a first class communications system which now reaches out to over 4,300 people like you.
Isn't that great? Well I think we need to do better. We need to promote "The Main Thing" to more young people and adults in our 52 communities in Massachusetts and New Hampshire; less than 8% of the young people in our Council area participate in our program. We need to do a better job of explaining why we need funding for the two unit-focused District Executives hired this month; this year's budget reinstates two positions that will not be funded if we stick with the fund-raising methods we have used in the past. We need to develop a first class communications system that delivers our message to people not currently involved as deeply in the program as you are.
I thank all of you who were focused on "The Main Thing" in 2011; I encourage you to continue to focus on the delivery of a quality program this year. I feel badly for you if you haven't been focusing on "The Main Thing" - it is a really great feeling. I invite you to join us and get that great feeling.

PERSONNEL CHANGES:
Scout Executive, Kevin Nichols, is proud to announce the addition of 3 new Scouting Professionals to the Yankee Clipper Council Team.
David Fitzgerald, District Director, West Wind District: Dave joined our team on February 16, 2012 as District Director, West Wind District, from the Revolutionary Trails Council, Utica, NY. Dave successfully served as District Executive and Senior District Executive, as well staff advisor to the Order of the Arrow Lodge. Dave has served as a Den Leader, Pack Trainer and Scoutmaster for his sons' Scouting Pack and Troop and a Vigil Honor member of the Order of the Arrow. Dave is married to his wife Maryann and they have four children: Devon, an Eagle Scout, Dylan, an Eagle Scout, Jessica a High School Junior, and Noah, a Tenderfoot Scout. When not Scouting, Dave is an avid outdoorsman, skier, golfer, and mountain biker.

Matthew Lacy, District Executive, West Wind District: Matt joined our team on February 16, 2012, as District Executive, West Wind District from Middleburgh, NY. Matt is an Eagle Scout from Otschodela Council and a Vigil Honor member and Founder's Award recipient, Order of the Arrow. He has been active in Scouting since Tiger Cubs and has held numerous youth and adult leadership roles at the unit, District and Council levels.

Samuel Plouffe, District Executive, Great Eastern District: Sam joined our team February 1, 2012 as District Executive, Great Eastern District. Sam, an Eagle Scout, with a Silver Palm, is a native of Haverhill, MA and a recent graduate of Eastern Nazarene College with a degree in Environmental Science. Sam was a member of Pack 24 and Troop 1, both of Haverhill. As a youth, Sam served as a Den Chief, Senior Patrol Leader, Junior Assistant Scoutmaster and a member of the Wah-Tut-Ca Scout Reservation and Lone Tree Scout Reservation waterfront staffs.

Stephen Banks, District Executive, Northern Light District: Steve Banks grew-up in the Albany, New York area and started his Scouting experience as a youth in the old Uncle Sam Council (now the Twin Rivers Council). In Cub Scouts he earned the Arrow of Light and moved into a local Boy Scout Troop and remained active until age 16, advancing to the rank of Life Scout. He is a Brotherhood member of the Order of the Arrow and served for several years on the staff of Rotary Scout Reservation in New York. Steve has been serving as successfully as the West Wind District Executive since November 2011.

Get Your Scouts Signed Up for NAYLE

Send your Scouts to NAYLE, the
National Advanced Youth Leadership Experience, and watch their leadership skills soar.
Who's eligible? Boy Scouts or Venturers (male or female) who are at least 14 but not yet 21, hold a unit leadership position, and have completed National Youth Leadership Training (NYLT) are eligible.
Participants join a team of peers from across the country. They'll work together to absorb innovative training techniques, learn the latest leadership skills, and understand how to instantly apply all of the course's time-tested lessons to their troop or crew back home.
All in just one week! And all for just $355.
Most of the sessions are held at the iconic Philmont Scout Ranch in New Mexico. Because of the program's popularity, there are now six sessions at Philmont. The first begins June 17, and the sixth kicks off Aug. 5. Three regional sessions at other locations are being planned for this summer.

Class of 2011 Eagle Scout Recognition Dinner From every corner of our Council they came to gather on February 3rd in the Grand Ballroom of the Wyndham Hotel. They came to be recognized, our 177 members of the 2011 Eagle Scout Class. They came with family, friends and leaders for as the class honoree Tom Kehoe pointed out, the banquet is not just to recognize our Eagles, but also the individuals who guided and supported them along the trail.
Eagle Scout Jeramey Evans served as the Master of Ceremonies for the banquet. Ed Walker, Director of the Massachusetts firefighting Academy and an Eagle Scout served as guest speaker. Director Walker delivered an inspiring message to the Eagles about the leaders that they have become through their Scouting journey. Eagle Scouts also gave tribute to the Scoutmasters who gave them guidance along the trail as well as the parents that supported their sons along the patch. Ken Beal, President - Elect of the Yankee Clipper Council Eagle Scout Association (ESA) also congratulation the Scouts on their achievement and announced that each of them will receive a five year membership in the National Eagle Scout Association through the ESA. The Director of the National Eagle Scout Association, Bill Steele, concluded the evening program with some words of inspiration. A heartfelt thank you goes out to all who supported and worked behind the scenes to make this event a special night for all involved. |

'Training Times':
New Rules for 'Trained' Leaders
The Winter 2012 issue of The Training Times newsletter has been published and is available online. (A PDF version also is available.)
In this issue, you can read about a change in the set of courses necessary for a unit-level leader to be considered "trained." This change was brought about by the results of a recent research project that asked new volunteer leaders of all experience levels what they felt about the effectiveness of the BSA's training efforts.
Also in this issue is an article discussing the challenge that new leaders face when training is conducted in the "language" of experienced Scouters-not in laymen's terms-or cultural references that are easier for them to understand.

THE WICKED BIGGEST BIRTHDAY CELEBRATION
FOR A SCOUT CAMP EVER
The most exciting event in the Yankee Clipper Council in 2012 is Wah-Tut-Ca's 75th Anniversary. Since the program was launched in November, many Scout Units and alumni have signed up for the many programs and activities that will celebrate Yankee Clipper Council's Culture of Camping. There are six programs that offer Scout Units and individuals once in a life time opportunities. (Click Here To Read More About The Programs)
 Culture of Camping Award- This program is fo units and individuals to discover the camping traditions that have lead Yankee Clipper Council's development of one of the Nation's strongest camping programs. Units are already making plans for weekend experience
The Tradition of Service- This program offers unit and individual recognition for those who participate in a service project for Lone Tree and/or Wah-Tut-Ca Scout Reservation.
The Hike To Northwood- Several units have already selected hikers for this signature event. The West Wind District will leave from Camp Chadwick, Dunstable MA and hike for three days to Wah-Tut-Ca Scout Reservation.
Old Home Day- The big Anniversary Event will be held June 22-24 Over 2,000 people will gather at Wah-Tut-Ca for the largest encampment since the opening on July 4, 1937. Several units have already signed up for camping on the reservation. You can sign up today to reserve your spot.
Camp Staff Reunion- A very special event is planned for June 22, 2012 for all those who have served on the staff of a Boy Scout Camp. Several West Wind Scout leaders have already signed up.
OA Rededication Ceremony- Open to all Arrowmen, this event will be held immediately following the "Big Show and fireworks display" on Old Home Day.
Everyone is encouraged to visit the Anniversary site and make plans for the Wicked Biggest Birthday in Scout Camping History!

Friends of Scouting Campaign Continues!
Since the earliest days of Scouting, individual personal contributions have provided a large portion of the funding that made the Boy Scouts of America viable in local communities. Providing Scouting to children and young adults in the Yankee Clipper Council in 2012 will cost over $2,000,000. 15% of that funding depends on the generous contributions made by individuals and families to the Friends of Scouting program. Friends of Scouting are vital to the success of our programs in the 52 communities that make up Yankee Clipper Council. The West Wind, Northern Light and Great Eastern Districts Friends of Scouting Committees will be contacting all Scout units in the next few weeks about scheduling a Friends of Scouting presentation. It is preferred that these special presentations be held during a Court of Honor, a Blue and Gold Banquet or a unit parent meeting. To arrange for your units presentation, please contact Stephen Banks, Tom Bringle or Laura Moriarty at 978-372-0591.
Help Fund Your Council There are many things that make Scouting happen in our community. Of all the things the Yankee Clipper Council does, three are critical to success. The Council is there to make sure that all of its programs are safe. Nothing is more important than the safety of our kids. The Council also assures that all adults who are working with young people are of the best character and have appropriate backgrounds to be in the program. In that effort, the Council recruits and trains adult and youth leaders to deliver the best program to our youth. The training comes in many forms; basic new leader training, youth protection, advanced Scouting-"Wood Badge" training and many more. The Council also runs monthly community meetings, (called District Roundtables), for unit leaders to get information and share ideas. The Council is responsible to see that Scouting grows. A professional staff is employed to create new units. They find and work with new sponsors to provide oversight and places to meet. They work with volunteers and community leaders to determine where a Scout program is needed. Your gift to Friends of Scouting makes it all possible. |

Dear Scout Leaders, Parents and Scouts
Scouting started with a week long camp out on Brownsea Island in 1907 and camping has been one of the most important parts of our program ever since. The benefits of an active outdoor program to a boy's physical fitness are clear.
What we're now learning is that time spent in outdoors and in positive interactions with other boys has far more benefits than we previously thought. Among other things, it can reduce stress and improve mood, it can have positive impacts on depression and ADHD, and it can improve social interactions. And with all of the talk of childhood obesity, the physical benefits shouldn't be overlooked. And with the warm weather approaching, what better way to get a good dose of the outdoors than summer camp?
The Yankee Clipper council is proud of offer some of the best summer camp opportunities in the area. Our Boy Scout resident camp at Wah-Tut-Ca has something for everyone from a first year Scout to seasoned campers and Scoutmasters. For boys looking for more leadership experience, Brownsea II, NYLT or our CIT program may be just the thing. We have six camping opportunities for Cub Scouts ranging from a relaxed weekend with the family to three different day camps to Camp So-Kee-Tay designed especially for a Webelos overnight experience.

2013 National Jamboree
Scouting's flagship event is one-of-a-kind. It's a gathering of approximately 45,000 Scouts, leaders, and staff that showcases everything that is great about the BSA and its members. Over the course of 10 summer days, once every four years, the Boy Scouts of America comes together. The result is the national Scout jamboree.

In accordance with the Yankee Clipper Council, Boy Scouts of America bylaws, this is official notice of the Council Annual Business Meeting and Elections. Tim Felter,
President of the Yankee Clipper Council, Boy Scouts of America, proudly announces that the following Board Members will serve on the 2012 Council Nominating Committee, Dennis Gleason, Brian Lobao, Mike Bryant, Jamie O'Brien and Sherry Rust for the election of Officers, Board Members, Local Council Representatives to the National Council, Honorary Board Members, Advisory Board Members and Council Members at Large.
The annual meeting and elections will be held on Thursday, June 14, 2012, at the Wyndham Boston Andover Hotel in Andover. Chartered Organization Representatives and Council Members at Large of the Yankee Clipper Council are invited to attend and may make recommendations of possible nominees to the Council Nominating Committee for consideration and are eligible to vote at the Annual Business Meeting. Mike Jewell, in his role as Vice-President of Governance will serve as Chairman of the Council Resolutions Committee. He is joined on the Committee by Larry Healey and Mike Tager.
The following is the procedure for submitting resolutions for consideration at the Thursday, June 14, 2012 Council Annual Meeting at the Wyndham Boston Andover Hotel in Andover.
The Resolutions Committee will review all proposed resolutions and determine if they are appropriate for consideration at the meeting or if they should be referred to a committee for further action.
Any member (Chartered Organization Representative or Council Member at Large) of the Yankee Clipper Council wishing to submit a proposed resolution must deliver a copy of the proposed resolution, together with a brief description of its purpose, to the:
