US Senate Race Update

 

After all the political attention this year had been focused on the June 5th recalls, the US Senate race got its first real week in the spotlight with two publicly released polls and candidates starting to light up the airwaves.

 

The Polls 

 

Both the Democratic polling firm Public Policy Polling (PPP) and Marquette University Law School (MU Law) released their statewide polls this week. Both polls varied a bit on who was winning the GOP Primary and the General Election ballot, but were consistent that Republican US Senate Candidate Eric Hovde's signinifcant ad campaign has been successful in raising his awareness amongst the electorate and vaulting into the top half of the GOP Primary field.  More on Hovde's ad campaign in the ad section below.

 

Although both polls were conducted over the same time period, the PPP poll was released on Tuesday and MU Law poll was released on Wednesday, so we will look at them in the order they were released. 

 

Public Policy Polling Results

 

In the GOP Primary, PPP had Hovde taking a slight lead over Thompson, almost equally splitting 60% of the GOP Primary voters, with 16% undecided in their choice.  Neumann and Fitzgerald split the remaining 25% of the vote.  This is the first poll PPP did with Hovde in the race and their most recent look since March.

 

GOP Primary (July 5th-8th, 2012)

  • Hovde 31%
  • Thompson 29%
  • Neumann 15%
  • Fitzgerald 9%
This is the first publicly released survey that shows Hovde leading Thompson.   In a June 19th-21st survey, Congresswoman Baldwin's campaign released an internal poll that showed Hovde up by 1% over Thompson, 27% to 26%.  A week later Hovde's campaign released a contradictory poll that showed Thompson leading Hovde by 5%, 34% for Thompson and 29% for Hovde.

Looking at the November General Election match-ups between Democratic Congresswoman Tammy Baldwin and the GOP field, PPP has Hovde besting Baldwin by 1%, tied with Thompson and ahead of both Fitzgerald and Neumann by 4%.

  • Hovde 45% v. Baldwin 44%
  • Thompson 45% v. Baldwin 45%
  • Baldwin 45% v. Neumann 41%
  • Baldwin 46% v. Fitzgerald 42%
In their May survey for the Daily Kos, PPP had Thompson, Neumann and Hovde all +4% on Baldwin, and Fitzgerald -7%. 

  • Thompson 47% v. Baldwin 43%
  • Neumann 46% v. Baldwin 42%
  • Baldwin 47% v. Fitzgerald 40%
  • Hovde 45% v. Baldwin 41%

 

 

Marquette University Law School Poll Results:

 
The MU Law School Poll was conducted during the same time period as the PPP poll but came out of the field with differing results than the PPP survey.   The MU poll showed that Thompson still maintains a significant lead in the GOP Primary (12% over Hovde), but like the PPP poll Hovde has cemented himself into the top half of the GOP Primary competitors. The MU Law poll also shows that Thompson is the only GOP candidate to lead Baldwin, leading by 4%, and Baldwin leading the other potential GOP opponents by between 3% and 6%.

 

 

GOP Primary (July 5th-8th)

 

Former Governor Thompson still leads the field in the GOP Primary with 35% of the vote, +1% since the June survey.  Hovde has jumped into second place with 23% of the vote, up from 14%.  Neumann saw his support almost drop by half going down 6%, from 16% to 10% and Fitzgerald dropped 4%, from 10% to 6%.

The MU Law poll also shows that the General Election race is tightening up with Thompson the only Republican candidate leading Baldwin, but with a tighter margin than in the previous survey.  His lead has dropped from 8% to 4% over Baldwin.  Baldwin has gone from tied with Neumann to a slight 3% lead, and she leads both Hovde and Fitzgerald by 6%.

  • Thompson 45% v. Baldwin 41%
  • Baldwin 43% v. Neumann 40%
  • Baldwin 43% v. Fitzgerald 37%
  • Baldwin 44% v. Hovde 38%

Ad Watch

We mentioned earlier that the Hovde Campaign had engaged in a very aggressive advertising campaign and through the help of our friend Ken Goldstein, President of the Campaign Media Analysis Group (CMAG), we get a real clear look at just how aggressive his advertising campaign has been.   

 

Ken's analysis starts at the day after the Recall Election (June 6th) and goes through Wednesday, July 11th.  Here is what he found:  

 

Spots by the US Senate Candidates during that period: 

  • Eric Hovde- 2,051
  • Tammy Baldwin 1,265 
  • Tommy Thompson- 253
  • Mark Neumann - 191
  • Jeff Fitzgerald- O

Looking at it another way:

  • 82% of all Republican US Senate candidate ads have been Eric Hovde's
  • 55% of all US Senate candidate ads (incl. Baldwin) have been Hovde's

Presidential Race Update 

 

  

Wisconsin Presidential Polling: 

 
Both PPP & MU Law had numbers on the Presidential race in Wisconsin:

PPP Poll
The last time PPP looked at the Presidential race in Wisconsin was in May as part of a Daily Kos survey, that Survey had Obama at 47% and Romney at 46%.
  • Obama 50%
  • Romney 44%
MU Law
In June the MU Law Poll had Obama leading 49% to 43%. Obama gains 2% this month while Romney remains at 43%.
  • Obama 51%
  • Romney 43%

Pollster Estimate:

 With the release of two polls this week showing Obama gaining in both, the Pollster estimate also moves up 2% for Obama, from 46.9% where it was holding since June to 48.9% and Romney dropping 1.6% from 44.5% to 43.9%.

National Presidential Polling:

 

Both candidates drop slightly this week in National polling.  Both Obama and Romney drop  -0.7%:
  • President Obama 46.3%  (-0.7% change)

Gallup Presidential Job Approval 

President Obama's current daily tracking job approval remained the same as last week with a net -2%, 45% approve v. 47% disapprove.

The Electoral College:
No change on either RealClearPolitics.com or the NYTimes projection sites on the race to capture 270 electoral votes this week.  This is the 2nd week in a row with no changes on the map.  
 
  • RealClearPolitics.com current race projection The RCP project remains the same this week with no projected movement on the electoral college map.  According to their map, 136 electoral votes including Wisconsin's 10, remain in the toss-up category. 
    • Obama-221 electoral votes
    • Romney-181 electoral votes
    • Toss-Up- 136electoral votes (11 states incl. WI)
  • NY Times current race projection The NY Times electoral map also stayed unchanged this week with 9 states including WI remaining in the toss-up column.

    • President Obama chance of re-election moved up 0.1% this week to 55.1%, up from 55% last week. 
    • Governor Romney chance of victory improved by less than 1%, up 0.9% to 41.5%,  compared to 40.6% last week.
  • FiveThirtyEight Election Forecast
    • President Obama chance of re-election dropped 2.7% this to 65.6%, compared to 68.3% last week.
    • Governor Romney chance of victory was up 2.7% to 34.4%, from 31.7% last week. This change stopped a 2-week -6% slide for Romney.

Control of the Wisconsin State Senate

Senate District 21 (Racine)On Tuesday, Sen. Van Wanggaard announced that he will not legally challenge the results of the election and vowed to be a candidate for the Senate again when the seat is up for election in November 2014.

In his statement, Sen. Wanggaard said the following:

"Despite pleas from around the state to challenge the election, it is not in the best interests of Racine, or Wisconsin, at this time. Now is the time to focus on gaining the state senate back in November, winning Wisconsin's U.S. Senate seat, and electing Governor Romney as President.

"The count of the ballots - those cast appropriately and those that may not have been - shows my opponent with more votes. I hope John Lehman learned the lesson of his defeat in 2010, and pursues a more job-friendly agenda in office.

 

"As for me, I have spent my entire adult life in service to our community. The June election will not stop that dedication to service. I will be a candidate for the 21st Senate District at the next election. As General Douglas MacArthur once said, "I shall return.""

 
With Senator Wanggaard conceding, the Democrats will have the majority in the State Senate at least until the start of the 2013-2014 in January, pending the results of the November election.  No legislative activity will take place between now and January unless the Governor calls the Legislature into Special Session or the Legislature, both the Republican-controlled Assembly and the Democratic-controlled State Senate agree to come into session under an Extraordinary Session. 

To officially transfer power, the Democrats have to come into session next week and vote for replacements to Sen. President Mike Ellis (R-Neenah) and Sen. President Pro Tempore Joe Leibham (R-Sheboygan).

Many leading indicators show Wisconsin' s economy is turning around. The state officially added nearly 20- thousand jobs last year and had the 6th highest growth of manufacturing jobs in our country. Just last week, we learned Wisconsin wages increased a record amount in the first quarter. Even with the improving economy, our work is far from over.

 

Currently, a bi-partisan group of lawmakers is studying the state's income tax code. I'm chairing that committee. I have long believed that government should take less of your hard-earned money. Wisconsin needs an income tax code that is fairer, flatter and simpler. Our income tax laws should not be a detriment to our economy or the state's future.

 

The bi-partisan committee will meet three-to-four times this year. We hope to make a recommendation for new legislation for next session. Our current income tax system has been in place for 100-years.It' s now time for income tax reform.
