Fiscal Bureau Releases Updated Budget
This week, the Legislative Fiscal Bureau (LFB) released a statement announcing that the state will have a closing balance of -$143.2 million at the end of the current 2011-13 budget biennium. In the report, the Fiscal Bureau said that balance is $215.9 million below the $72.7 million balance, which was projected in October 2011.
According to the LFB's analysis, the balance shortfall is the result of:
- Revenue decrease of $4.5 million from the enactment of 2011 Act 49
- $272.8 million decreased in estimated tax collections
- $6.3 million decrease in departmental revenues
- $44.5 million decrease in sum sufficient appropriation expenditures
- Reduction of $20.0 million in compensation reserves
- Reduction of $1.3 million transfer to the injured patients and families compensation reserves
- $1.9 million increase in estimated lapses to the general fund
When including the $65 million statutory balance that is currently in the budget, the projected net balance is projected to be -$208.2 million on June 30, 2012.
The LFB statement also indicates that the 0.5% threshold for a budget adjustment has been reached, which means that the Department of Administration (DOA )is currently discussing steps to address the shortfall through "continuing to find efficiencies to balance the budget, and continuing to eliminate wasteful spending," (www.thewheelerreport.com). |

State Capitol Happenings
State Representative Dan Meyer to Retire
Representative Dan Meyer (R-Eagle River) announced this week that he will not be seeking re-election to the State Assembly. Meyer, who has represented the 34th Assembly District since 2000, serves on the legislature's powerful Joint Finance Committee.
Meyer said his 12 years of service have been "very rewarding and humbling, but that it's time to move on, I never wanted to be a career politician," Meyer added, "12 years seems like a good term limit to impose on myself." (www.wsaw.com).
Assembly Democrats Elect Two New Leaders
Assembly Democrats chose two new leaders this week. State Representative Sandy Pasch (D-Shorewood) was elected the new Assistant Minority Leader. Pasch, who was elected in 2008, replaces Representative Donna Seidel (D-Wausau) who stepped down as the assistant leader to run against state Senator Pam Galloway (R-Wausau) in an upcoming recall election.
State Representative Fred Clark (D-Baraboo), who was first elected in 2008, was picked to serve a Caucus chair replacing state Representative Kelda Roys (D-Madison) who stepped down to run for Congress.
Vinehout Officially Announces for Governor
State Senator Kathleen Vinehout (D-Alma) officially announced her candidacy for Governor in in a possible recall election against incumbent Governor Scott Walker. Vinehout, 53, was first elected in 2006 and represents western Wisconsin's sprawling 31st Senate District.
In her announcement, Vinehout said, "We need a governor who will lead with self restraint; who will be clear and open about her intentions; who will respect Wisconsin's traditions of good government; who supports and takes pride in our schools; who values the skills workers bring to their jobs. We need a governor who wants to solve problems, not score political points; I pledge to be that kind of governor," (www.wispolitics.com).
Vinehout joins former Dane County Executive Kathleen Falk in the Democratic race to possibly challenge Walker in a possible recall election.
Legislature In Session Next Week
The Senate is planning to be in session on Tuesday, February 14. The Assembly will be in session on Thursday, February 16. The Assembly Rules will meet at 3 pm next Tuesday, February 14, to schedule the calendar. |
