Rep. Kooyenga Introduces Budget Proposal 

Representative Dale Kooyenga (R-Brookfield) has introduced a constitutional amendment joint resolution requiring the state to "account for and report all funds it receives or expends in accordance with generally accepted accounting principles (GAAP)."  

 

The resolution also requires that any deficit of a state fund affected by a budget bill be reduced annually by 10 percent of any projected increased in tax revenues in that fund.  Once the deficit is eliminated, the legislature would not be allowed to pass any bill that would result in a projected deficit. 

 

In announcing the proposal, Kooyenga said, "It is imperative that the state of Wisconsin address its GAAP deficit to provide transparency and accuracy to the biennial budget. Passage of this bill would not require a reduction in spending or prohibit the legislature's ability to cut taxes," (www.thewheelerreport.com).

Campaign Finance Bill Introduced

Representative Mark Pocan (D-Madison), Senator Dave Hansen (D-Green Bay) and Senator Fred Risser (D-Madison) have re-introduced this week the "Clean Elections Fund" legislation, which provides full public funding of state elections. The bill would require candidates to collect a set number of $5 contributions from the given district to qualify for public grants. 

 

Qualified candidates would receive a given grant amount for both a primary amount and a general election. The legislation is funded through general purpose revenue (GPR).

Cullen Passes on Run for Governor 
This week, state Senator Tim Cullen (D-Janesville) announced that he would not be a candidate for Governor in a possible recall election against Governor Scott Walker. Cullen, who served as Majority Leader of the state Senate more than 25 years ago and as the Secretary of Health and Family Services under Governor Tommy Thompson during the mid-1980's, was one of the 14 Democratic Senators who left the state last year to protest the Governor's proposal to restrict the collective bargaining rights of public employees.
 
In in his announcement, Cullen, 67, said that he could not raise the necessary funds to mount a successful campaign. He also said, "The person who comes out of that race is going to be in a terrible position to bring this state together. I came to Madison as a centrist, and I discovered there was no center."

Cullen's departure from the race leaves former Dane County Executive Kathleen Falk as the only announced Democratic candidate to take on the Republican incumbent if a recall election is called. However, a number of other high-profile Democrats, including Milwaukee Mayor Tom Barrett and former U.S. Rep. Dave Obey, are considering running.
 
So far, no recall election has been certified by the Government Accountability Board (GAB).
The GAB is expected to make an announcement regarding the possibility of a recall election in the Spring.
