Governor Signs Several Bills into Law

This week, Governor Walker signed several bills into law that were passed by the legislature in the recent Fall Regular and 'Back to Work' Special Sessions that just concluded.

 

The full legislature is not scheduled to be in Regular Session again until January 17, 2012, however, it is possible that one or both houses of the legislature could return in early December to consider legislation in Special Session.

  

List of Bills the Governor Signed:

AB-64. Oversize Mobile Homes (Petrowski) Single trip permits for oversize mobile homes, manufactured homes and modular homes. Act 57.

AB-248. Hay Trucks (Petrowski) Annual or consecutive month permits for vehicles transporting over height loads of hay or straw. Act 58.

AB-252. Truck Weight (Petrowski) Extends to December 31 seasonal weight limits for vehicles transporting agricultural crops. Act 52.

AB-253. Truck Length (Petrowski) Eliminates DOT permit required for certain vehicles carrying poles, pipe, girders and similar materials on highways.  Act 53.

AB-254. Vehicle Length (Petrowski) Increases to 45 feet the maximum permissible length of single vehicles operated on a highway without an over length permit. Act 54.

AB-267. Vehicle Combinations (Petrowski) Operation of three-vehicle combinations on highways. Act 59.

SB-215. Trailers (Galloway) Creates a new weight registration category for trailer registration (12,000-14,000 lbs, pulled by a vehicle other than a truck tractor). Act 60.

SB-222. Sealed Containers (Lazich) Permits for overweight vehicles or combinations transporting sealed containers or vehicles in international trade. Act 55.

SB-223. Agricultural Vehicles (Lazich) Annual or consecutive month permits for certain overweight vehicles or vehicle combinations transporting agricultural products. Act 56.

SB-117. Actions Against the State (Vukmir) Venue in actions and appeals in which the sole defendant is the state, a state board or commission or certain state officers, employees or agents. Act 61.

SB-224. Shorewood (Darling) Exception to local levy limits for the Village of Shorewood. Act 63.

SB-259. Milw. Co. (Darling) Creates office of county comptroller for Milwaukee County. Act 62.

AB-113. County Boundary (Ballweg) Changes boundaries between Marquette and Green Lake counties. Act 66.

AB-273. Twin Lakes (Kerkman) Loan program for property taxes imposed as a result of an error in equalized valuation. Act 64.

AB-319. Municipal Employee Benefits (Wynn) Allows a municipal employer to enter into a memorandum of understanding to reduce the cost of compensation or fringe benefits; provides the MOU is not a modification of the collective bargaining agreement for purposes of Act 10. Act 65.

 

Wisconsin Technology Committee Created

Governor Walker recreated the Wisconsin Technology Committee this week through Executive Order #51. 

 

According to the Governor's office, this formation of an advisory committee consisting of members of the Wisconsin Technology Council will facilitate a deeper collaboration between state government and the Wisconsin Technology Council-enabling the State's full utilization of the Wisconsin Technology Council's policy recommendations and programs (www.wisgov.state.wi.us).

 

In making the announcement Governor Walker released the following statement, "I look forward to continuing to work with the Wisconsin Technology Council. We are going to need to innovate and utilize fresh ideas from the private sector to move our economy forward.  It is my hope that some of these ideas, proposals or recommendations will come from this committee."

 

The Wisconsin Technology Council has been tasked with promoting and supporting the creation, development, and retention of science- and technology-based businesses in the State by developing programs that stimulate innovation and entrepreneurial activity. 

 

Currently, the Wisconsin Technology Council manages the following inititatives:

  • The Wisconsin Angel Network
  • The Wisconsin Innovation Network
  • The Governor's Business Plan Contest
  • The Wisconsin Early Stage Symposium
  • The Wisconsin Entrepreneurs' Conference
  • The Wisconsin Security Research Consortium
  • Wisconsin YES! (youth business plan contest)
 

Long-time Capitol Reporter Passes Away

This week, the Capitol saw the loss of one its long-time journalists, Dick Wheeler, who died Friday while he was getting ready for work according to a family member. 

 

Wheeler, 67, had been a Capitol reporter since 1972 and owned and operated the popular Wheeler Report website, which provides lawmakers, agency officials, lobbyists and Capitol observers with the latest up-to-date information regarding legislative activities and happenings.

 

Wheeler, who was the Dean of the Capitol press corps, was in the Capitol at work yesterday covering the Joint Finance Committee's hearing. Wheeler was known for his smoking of a pipe just outside of the entrance of the Martin Luther King exit of the Capitol where he conversed frequently with Capitol employees and visitors.

 

He is being remembered fondly by many prominent Capitol officials including Supreme Court Chief Justice Shirley Abrahamson who said in a statement, "Dick Wheeler was the quintessential Capitol press room reporter. He often knew more about what was going on than his sources. His coverage of state government, including the judicial branch, will be missed, as will his smile and quick wit."
