Democrat Jill Billings wins Special Election to Assembly 
 
Billings wins the seat vacated by Shilling
 

With 89% of the precincts reporting, the AP is reporting Democrat Jill Billings defeated Republican David Drewes 72% to 28%  to win the special election for the vacant 95th Assembly district seat representing the city of La Crosse and small parts of the towns of Campbell and Shelby.

 

Jill Billings (D) 4,952  --72%

Dave Drewes (R) 1,884 --28%

 

The seat was held since 2001 by Democrat Jennifer Shilling, who stepped down in August after winning a Senate recall election against Republican Sen. Dan Kapanke. In 2008 President Barack Obama won the district with 67% of the vote.

 

Tonight's results have no impact on control of the State Assembly, with Republicans maintaining a 59 Republican-39 Democrat-1 Independent majority.  It is however, one of the few brief times during the 2011-2012 Legislative Session that the State Assembly will not have any vacant seats because of appointments to the Walker Administration and elections to other offices.

AGE: 49

FAMILY: 

two children, 18 and 15.

EMPLOYMENT: 

La Crosse County supervisor since 2004. Vice chairwoman of the Health and Human Services Board and head of the Family Policy Board Executive Committee.

BACKGROUND: 

Native of Stewartville, Minn. Both grandfathers ran for mayor. Studied communication and English at Augsburg College. Moved to La Crosse in 1990. Worked seven years for the FriendshipProgram teaching English and citizenship classes to Hmong immigrants.

GOVERNMENT INVOLVEMENT: 

Has worked on county's land-use plan, establishing an OWI treatment court, the county's Health and Human Services committee and Economic Development Fund.

REASON FOR RUNNING: 

"We've got good government here. I've been part of it, and I want to take those lessons to Madison."
