Gov-elect Walker provides insight on the special session legislation he is working on:
At the Dairy Business Association  annual meeting on Wednesday, Governor-elect Scott Walker announced some of the provisions that will be included in legislation that he will call the Legislature into Special Session on January 3rd, 2011 to consider.

    • Reducing the regulatory burden on farmers
    • Repealing the State Tax on Health Savings Accounts:  Representative Dean Kaufert (R-Neenah), authored legislation that would have accomplished this in the 2009-2010 Legislative session, and in previous sessions. Click here for a link to 2009 Assembly Bill 74.
       
    • Cut taxes on businesses with 50 or fewer employees
    • Fundamentally re-shape the Department of Commerce (similar to the Indiana Economic Development Corporation):  If you are interested in more information on the Indiana Economic Development Corporation, please follow the link to find a memo that Tony did originally for Competitive Wisconsin that details the history of the organization, and the changes that Indiana made to create their successful model.  IEDC Memo

Walker also shared some of his legislative priorities that he would like to enacted following the Legislature's work on the Special Session bill:

    • Extension of the dairy investment tax credit
    • Control property taxes
    • Eliminate the estate tax
    • Expand telecommunications infrastructure to make high-speed Internet available throughout the state.

 

Keith Gilkes Appointed Chief of Staff:
On Wednesday, Governor-elect Walker appointed Keith Gilkes, his campaign manager since April 2009, as his Chief of Staff. 
Before joining the Walker campaign, Gilkes ran the statewide efforts of the Committee to Elect a Republican Senate which coordinates resources for all State Senate Republican campaigns, and has previously worked for the Wisconsin State Legislature as a policy advisor in the State Senate. He is a native of Prairie du Chien and a graduate of the University of Wisconsin, Madison.


Walker sends letter to President Obama regarding rail and PPACA
Last week, Governor-elect Walker sent a letter to President Obama requesting that the $810 million in federal money earmarked for high-speed rail be used for transportation infrastructure purposes instead.  Walker also expressed his concerns regarding the Patient Protection and Affordable Care Act (PPACA), and specifically regarding the individual mandate requirement.  Walker stated during the campaign that after he is sworn into office, he will authorize the Attorney General to join the multi-state lawsuit challenging the constitutionality of that provision.

Barca appoints Shilling and Grigsby to Joint Finance

Incoming Assembly Democratic Minority Leader Peter Barca (D-Kenosha) announced his two appointments to the 16 member Joint Committee on Finance for the 2011-2012 session, Representatives Jennifer Shilling (D-La Crosse) and Tamara Grigsby (D-Milwaukee).  With these two appointments the membership of the important budget-writing Committee is complete.

US Senator-elect Ron Johnson hires Don Kent as Chief of Staff

"I am pleased to announce the appointment of Mr. Don Kent as the Chief of Staff for my Senate office," Senator-elect Ron Johnson said in a prepared statement. "Don's depth of management experience in the Senate and at the Department of Homeland Security will prove to be a valuable asset in establishing my office and helping me become an effective Senator for the State of Wisconsin and America."

Kent joined DHS's Office of Legislative Affairs in January 2004. During his five years of service at DHS, he was the Department's chief liaison with Members of Congress and all 86 congressional committees and subcommittees that oversee the Department. He also served as principal legislative advisor to Secretary Michael Chertoff.   Prior to his term at DHS, Kent served in multiple roles for U.S. Senate Assistant Republican Leader Don Nickles from March 1997 through December 2003, including Policy Advisor in the Office of the Assistant Republican Leader and as Director of Transportation Policy for the U.S. Senate Budget Committee. In these capacities, he managed bills on behalf of the Senate Republican Conference affecting topics including homeland security, transportation, energy and agriculture. He also served in the office of U.S. Rep. Frank Lucas (R-OK) in 1996.  Kent most recently has been a Vice President at Navigators Global LLC, a public policy consulting firm. Kent is a native of Alexandria, VA, and graduated from Roanoke University with a double major in criminal justice and sociology.



Election News

State GOP Chair Priebus Resigns as RNC Counsel
Wisconsin Republican Party Chairman Reince Priebus has resigned his position as Republican National Committee legal counsel.  This announcement comes amidst the speculation that Priebus may announce his candidacy for RNC Chairman, a position currently held by Michael Steele.  Priebus had helped Steele win the chairmanship two years ago.

Dane County Exec. Falk will resign and be appointed acting Exec.
Dane County Executive Kathleen Falk will resign effective December 21st and County Board Chair Scott McDonell will reappoint her as interim executive until her successor is elected in the Spring Election. McDonell will serve as county executive between the time of the resignation and county board action confirming Falk as interim executive, expected about Jan. 6.   Candidates to replace Falk include McDonell, State Representative Joe Parisi (D-Monona) and Verona Mayor Jon Hochkammer.
