June 30 Finance Report
Federal, state and legislative candidates just recently finished up a hectic round of fund raising in order to meet the crucial June 30 finance report deadline. Almost all Capitol observers consider the candidates' fund raising amount on the June 30 report as a real indication of candidates' strength and electoral viability heading into the fall election.

Candidates have until the third week in July to turn in their reports to the State's Government Accountability Board (GAB).  So far, none of the leading candidates for Governor have announced their June 30 fund raising totals.

July 13 Nomination Papers Due
Candidates that have taken out nomination papers on June1, 2010, to run for a partisan office at the federal, state and local offices have until 5 p.m. on Tuesday, July 13, 2010, to turn in their requisite amount of nomination signatures to the GAB office in Madison to get their names on the ballot for the fall primary election (September 14) general election (November 2).

In order to get on the ballot, candidates must collect the following amount of signatures for the respective races:
Federal
U.S. Senate - 2000 minimum - 4000 maximum
U.S. House - 2000 minimum - 4000 maximum

State-wide
Governor, Lieutenant Governor, Secretary of State, Treasurer
2000 minimum - 4000 maximum

Legislative
Senate - 400 minimum - 800 maximum
Assembly - 200 minimum - 400 maximum

Local
Sheriff, District Attorney, County offices
200 minimum - 400 maximum

So far, Milwaukee County Scott Walker is the only leading candidate for Governor to announce that he is turned in his nomination signatures. Walker campaign announced that his campaign had collected 15,000 signatures from all 72 counties, which easily allowed Walker to turn in the maximum allowed of 4,000 signatures to ensure his name will be on the ballot for the September 14 GOP primary and the general election.

LEGISLATIVE UPDATE

Instructions Announced by Governor for 2011-13 Budget

Outgoing Governor Jim Doyle announced this week his instructions for the 2011-13 biennial budget. With the state facing a projected $2 billion structural budget deficit, the Governor has asked state agencies to hold the line on spending in 2011-13 and to prepare to for 10 percent reductions in funding out of certain state funds (www.thewheelerreport.com).

Under the Governor's instructions, exceptions are only for K-12 school aids; required basic cost-to-continue needs for the state's institutions (Dept of Corrections and Dept of Health Services); entitlement and related assistance programs in the Dept of Health Services (Medical Assistance); the Dept of Children and Families' Division of Safety and Permanence; and the Dept of Workforce Development's Division of Vocational Rehabilitation; the UW System instruction and research activities focused on economic growth; and, housekeeping adjustments like standard budget adjustments, fuel and utilities, and debt service.
 
Agency budget requests are due by September 15. Reduced base budget plans are due Nov. 8.

UW System Hiring Still Criticized
 
This week, Attorney General J.B. Van Hollen announced that he will not investigate the University of Wisconsin System's hiring of former State of Wisconsin Department of Administration (DOA) Secretary Michael Morgan, who was a top aide to Democratic Governor Jim Doyle. Van Hollen won't investigate stating that he does not have the authority to investigate the hiring, but he did refer the matter to the Board of Regents urging them to take any action that 'it deems appropriate" (www.thewheelerreport.com).

Van Hollen's decision to not investigate the hiring stems from a request by State Representative Steve Nass (R-Whitewater), who has been a frequent critic of the UW, asking the first-term Attorney General to get involved. Nass has raised concerns about the UW System's recent hiring of Morgan to a $245,000 post because the UW did not, in his mind, go through the proper procedures when hiring Morgan. Morgan started his new position on Tuesday, July 6.
