Senate Action this week: 
The Senate was in two days this week, Tuesday, March 2, and Thursday, March 4.
 
On Tuesday, March 3, the Senate was in session and passed the following bills:
SB-44. Handgun Registration (Darling) Requires mental health check as part of DOJ background check for handgun purchases. Sub. 1 adopted, voice vote. Passed, voice vote.
SB-431. False Academic Credentials (Risser) Prohibits terms college, university, state and Wisconsin in the name of certain schools; penalty for issuing and use of a false academic credential; false use of a legitimate academic credential. Am. 1 to Am. 1 adopted,  Am. 1 adopted, voice votes. Passed, 31-0.
SB-458. Ticket Scalping (Sullivan) Local regulation of ticket selling. Am. 1 to Sub. 1 adopted, voice vote. Sub. 1 tabled, unanimous consent. Sub. 2 adopted, voice vote. Passed, 28-3.
SB-517.  Children Compact (Jauch) Creates a new Interstate Compact for the Placement. Passed, 31-0.

AB-128. Deputy Sheriffs (Brooks) Authorizes sheriffs to deputize certain security officers employed by the Dept of Military Affairs.
AB-213. City/Village Laws (Legislative Council) Makes various changes affecting the differences in laws applicable to cities and villages.
AB-230. Driver Photos (Hraychuck) Law enforcement access to driver license and ID card photos.
AB-485. Child Care (Dexter) Required judicial findings and orders when a child is placed outside the home, termination of parental rights warnings, mandatory child abuse or neglect reporters, confidentiality of social services records, changing from day care to child care the term used to describe care and supervision for children for less than 24 hours a day.
AB-574. Light Utility Vehicles (Vruwink) Allows use of lightweight utility vehicles on highways for limited purpose.
AB-579. Marquette University (Colon) Special license plates associated with Marquette University.
AB-614. Health Care Information (Richards) Disclosure of information by health care providers and insurers.

AB-173. Village of Elmwood TIF (Murtha) DOR calculations regarding TIF District 4 in the Village of Elmwood.

On Thursday, March 4, the Senate was in session and passed the following bills:
SB-250. Open Enrollment (Darling) Open Enrollment Program affecting union school districts. Voice Vote.
SB-286. Collection Agencies (Darling) Exempts health care billing agencies from the definition of a "collection agency."  Vote: 23-9.
SB-291. TIF (Sullivan) Authorizing the designation of a TIF as distressed and expanding the use of donor TIF districts. Am. 1 adopted, voice vote. Am. 2 adopted, voice vote. Passed, 32-0.
SB-399. Conduit Revenue Bonds (Kreitlow) Authorizes two or more cities, villages, towns or counties or a combination of those units to create a commission to issue conduit revenue bonds and exercise eminent domain authority; exempts interest on the bonds from taxation. Am. 2 adopted, voice vote. Passed: 32-0.
SB-414. School Nurses (Lehman) Changes affecting school nurses and administration of drugs to pupils.  Am. 1 adopted, voice vote. Passed, voice vote.
SB-452. Child Welfare Facilities (Kreitlow) Sales/use tax exemption for food sold by child welfare facilities.  Am. 1 adopted, voice vote. Passed: 32-0.
SB-483. Health Insurance (Jauch) Prohibits health insurance policies and self-insured plans from excluding coverage for injuries based on use of alcohol or controlled substances. Am. 2 withdrawn. Am. 3 adopted, voice vote. Passed, 32-0.
SB-527. Ag Producer Security (Vinehout) Changes to agricultural producer security program.  Passed, voice vote.

AJR-112. Tibet Day (Parisi) Declares March 10, 2010 as Tibet Day.

AB-159. Taxes (Hixson) Makes various changes relating to the charge-back of refunded or rescinded taxes and of personal property taxes and sharing certain collected taxes. Passed: 32-0.
AB-455. Portable Scales (Steinbrink) Requires portable scales used for enforcement of vehicle weight limits be tested within 180 days of use (now, 90).  Passed, voice vote.

Assembly Action this week:
The Assembly was in only one day this week, Thursday March 4, and acted on the following legislation:

AB-135. College Savings Accounts (Molepske) Allows an individual income tax deduction for amounts contributed by a divorced or legally separated parent to his/her child's college savings account or college tuition and expenses program; limits amounts that may be claimed by a married person filing separately.
AB-413. Crimes Against Children (Van Akkeren) Allows judges to increase imprisonment if day care providers commit sexual assault or causes bodily harm to a child.
AB-480. Gender Violence (Berceau) Creates a civil cause of action for acts of violence motivated by gender.
AB-481. Gender Violence (Parisi) Makes crimes based on gender of victim subject to a penalty enhancer.
AB-529. Securities (Hilgenberg) Penalties for violations of the Wisconsin Uniform Securities Law.
AB-544. Lead Wheel Weights (Black) Prohibits installation, sale and distribution of lead wheel weights.
AB-586. Public Assistance Medical Payments (Sherman) Requires insurers/employers to pay governmental unit for certain worker's comp claims and attorney fees for persons receiving public assistance.
AB-594. Prisoner Release (Staskunas) Requires notification of police department and union of prisoners convicted of killing a law enforcement officer prior to release; affords opportunity to testify against release.

Governor: Democratic
The Barrett campaign released a new video series dubbed "Inside the Barrett Campaign."

In the 1 minute, 40-second video, Hyers highlights the various cities Barrett has campaigned in over recent weeks and promotes Sunday's "Ask Tom" session in which people will be able to pose questions to the guv candidate through his Web site (www.wispolitics.com).

U.S. Senate: Republican
Former U.S. Health and Human Services Secretary and former four-term Governor Tommy Thompson continues to make noise about a potential candidacy against three-term U.S. Senator Russ Feingold (D-Middleton).

According to WisPolitics.com, the popular former Governor has had former aides registered three website domains that could be used for a U.S. Senate bid. According to the Thompson former aide, the registering the domain names shouldn't be taken as any signal that Thompson is definitely going to get into the race against Dem Russ Feingold.

Wood has registered the addresses - www.tommy2010.org, www.tommyin2010.com and tommythompson10.com - just in case there is a Thompson candidacy.

Assembly: Democratic
The Assembly Democratic Campaign Committee (ADCC) has hired a new political director, Nicholl Caruso, as it new Executive Director beginning on March 15, 2010. Caruso, who is the current Chief of Staff to Assembly Majority Leader Thomas Nelson (D-Kaukauna), was the previous state director of Progressive Wisconsin.
