The Joint Finance Committee (JFC) held the first of this week's executive sessions on the Governor's version of the 2009-2011 budget Wednesday, April 29, 2009.
Some notable votes include:
--Increasing funding for Tech Schools
--Deleting the 1% across-the-board cut to the Department of Veterans Affairs

Committee members reviewed the proposed 2009-11 State Building Program. Omnibus Motion Covering Higher Educational Aids Board and Wisconsin Technical College. Motion #165. (Vos/Darling) (Amends Motion #175 below). Provide $17,500,000 FED in 2009-10 and $17,500,000 FED in 2010-11 from federal government services stabilization moneys under the technical college system for supplemental funding for state general aid to technical colleges. Reduce funding under the federal appropriation under Program Supplements in AB-75 correspondingly. Specify high demand professions or programs with waiting lists would be prioritized for use of this funding. Not adopted, 5-11. (Darling, Olsen, Mason, Vos, Montgomery) Motion #166. (Vos/Montgomery) (Amends Motion #175 below). Creates sum sufficient appropriations for the WHEG-TCS, WHEG-Tribal Colleges, TG, and MURG programs and specify that, beginning in 2011-12, funding would equal the prior year appropriation amount increased by the average percentage increase in UW System undergraduate resident tuition in the case of WHEG-tribal colleges and TG programs and, the average of the percentage increases in UW System undergraduate tuition and Wisconsin technical college tuition in the case of the MURG program. Paper 465. Modify the Governor's recommendation by increasing GPR funding for the WHEG-UW program, increase funding for the WHEG-TCS Program, increase funding for the WHEG-Tribal colleges, reduce gaming revenues to the general fund correspondingly and reduce the transfer of UW System auxiliary reserves for tuition increase grants under the UW System. Specify that the UW Board of Regents shall allocate the UW Auxiliary reserves transfer as shown in the table.
Paper 466. Delete the Governor's recommendation and instead, increase the maximum grant for the WHEG program to be $3,250 rather than $3,000.

Paper 468. Modify the Governor's recommendation by decreasing funding for the advanced opportunity program.

Paper 470. Modify the Governor's recommendation by decreasing funding in the first year and increasing funding in the second year. Modify the bill to limit the amount of tuition increase grant awards to the amount of unmet need of the recipient. Specify that only students who have family incomes under $60,000 and who have unmet need would be eligible for a grant. Specify that in the 2011-13 biennium and thereafter, the program would only apply to students attending the UW System.
Paper 840. Modify the Governor's recommendation for a total increase of $5,209,600 in the biennium.
Paper 841. Modify the current law requirement under training program grants to specify that $500,000 annually be set aside for grants to small businesses, but delete the additional application requirements for such grants. Instead require that a small business employer applying for a set-aside grant sign an affidavit stating that the employer has no more than 100 employees and the employer had no more than $10,000,000 in gross annual income in its most recent year. Also, modify the training program grant appropriation to be a biennial appropriation.

Joint Finance Committee Executive Session Update: Thursday, April 30th

The Joint Finance Committee (JFC) held the second of this week's executive sessions on the Governor's version of the 2009-2011 budget Thursday, April 30, 2009.
The session was supposed to begin at 11 am, but did not start until over 12 hours later, after 11 pm.
The most contentious part of the agenda, Transportation, was moved to the end of the calendar.
Notable votes and motions include:
--RTA's: Approved Milwaukee County RTA, removing Kenosha and Racine from the Governor's proposed Southeast WI RTA; Approved Dane County RTA; Voted against creating Fox Cities RTA
--KRM Authority: Created a KRM Authority comprised of Kenosha, Racine and Milwaukee counties to create, construct and manage the KRM commuter rail line.
--Film tax credit: The motion to overturn the Governor's proposal to eliminate the tax credit passed unanimously and also included some provisions that closed some of the loopholes.

Dept of Transportation - Local Transportation Assistance Paper 765. Southeastern Wisconsin Transit Capital Assistance Program. Motion #131. (Grigsby/Taylor) Deletes the current law requirement that a light rail mass transit system may not be constructed in Milwaukee County unless the Milwaukee County board authorizes the system's construction by resolution and the resolution is ratified by the electors of Milwaukee County at at referendum held at the next general election date. Adopted, 11-5. (Vos, Montgomery, Lehman, Darling, Olsen) Motion #224. (Vos/Darling) Extends the current law requirement to require referendum in all counties in the state. Not Adopted, 4-12. | Update on Statewide Smoking Ban |

The statewide smoking ban will get a public hearing Wednesday in the Assembly Committee on Health and Healthcare Reform, according to Milwaukee Dem Rep. Jon Richards, the committee chairman.
The bill, AB 252, is the same as the language proposed by Gov. Jim Doyle in the state budget.
A vote is being planned for May 8, and could come to the floor on May 13.
Senate Majority Leader Russ Decker, D-Weston, told his caucus this week that he'd like the smoking ban in his house by May 13.
Doyle proposed a statewide smoking ban in his 2009-11 budget plan. It was also introduced as a separate piece of legislation last week.
The Senate bill hasn't been assigned to a committee.
Decker spokeswoman Carrie Lynch said Decker "wants to see how the debate moves" and is "committed to bringing it to the floor."
A smoking ban bill failed to come to a vote in either the Assembly or Senate last session.
Doyle spokeswoman Lee Sensenbrenner said Doyle wants to see the legislation get done no matter what path it takes to his desk.
"What the governor has always wanted is a statewide smoking ban, and he looks forward to seeing that," Sensenbrenner said.

Governor Doyle Declares Public Health Emergency
MADISON - Governor Jim Doyle today declared a public health emergency in Wisconsin in response to the presence of Swine Influenza A (H1N1) in the state.
"Only weeks ago, the U.S. Department of Health and Human Services ranked Wisconsin among the best prepared states in the nation when it comes to dealing with pandemic flu. We are prepared to meet this challenge," Governor Doyle said. "Health officials here in Wisconsin have been working around the clock to monitor this situation and respond appropriately. I encourage people to go about their daily lives as usual, but use precaution and common sense, and follow the direction of our health officials."
The Governor's declaration:
--Designates the Department of Health Services as the lead agency to respond to the public health emergency; and
--Directs the Department of Health Services to take all necessary and appropriate measures to prevent and respond to incidences of Swine Influenza A in the state; and
--Directs the Department of Health Services to access and distribute the state and federal antiviral stockpiles in response to the public health emergency as the State Health Officer determines is advisable; and
--Directs the Department of Health Services, as part of the antiviral response, to take any measure it deems necessary and appropriate to make an antiviral available to persons within the State, regardless of insurance or other health coverage, as needed to respond to the public health emergency; and
--Suspends the provisions of any administrative rule, if the Department of Health Services determines that compliance with that rule would prevent, hinder, or delay necessary actions to respond to the emergency and increase the health threat; and
--Authorizes the Adjutant General to utilize Wisconsin National Guard Direct personnel and resources as necessary and appropriate to assist in the State's response to the public health emergency; and
--Direct all state agencies of the State of Wisconsin to assist as appropriate in this ongoing response.
