It is hard to believe another year is almost ready to be posted to the history books. 2011 saw Governor Jerry Brown take the Governor's seat and propose bold new plans to restore a sense of fiscal discipline to California. The Governor met first with the California State Association of Counties (CSAC) and introduced a concept of program realignment. Eleven months later, several health and human services and public safety programs find themselves realigned, and trying to figure out exactly what that means in terms of resources and program responsibility.

 




Happy Holidays - December Board of Directors Update

Hello everyone,

 

As I write this Board of Directors update on this rather gray and cloudy December day, I am struck by the fact that we are now almost one third of the way through the federal fiscal year and halfway through the state and county year. In Los Angeles we have to turn in our proposed 2012/13 budget to the CEO by the third week of January. I don't know about you but it seems to me that we are in a never ending cycle of budget preparation and revision.

 




CSDA Accepting Nominees for Board of Director Elections

During the upcoming CSDA Membership Meeting January 18-19th, the Membership will have the opportunity to nominate and select new Board members for the 2012-15 term. There are three positions available as the terms for the following Board members are expiring: Connie Brunn, Terrie Hardy-Porter and Kathy Sokolik.



SDU Transition Update

With an official "go" decision, we are marching to a February 6, 2012 implementation date. Understandably, a lot of activity is underway in preparation for this event.

 

Training for Trainers started in Sacramento on November 30th and wrapped up on December 15th. All session evaluations that I have received have been extremely positive. Ana Vega's team will be providing additional training for CFWs closer to go-live, to further bridge the gap between "as-is" and "to-be."

Building upon a state incarceration partnering effort between the California State Department of Child Support Services (CSDCSS) and the California Department of Corrections and Rehabilitation (CDCR), two local agencies in Stanislaus County created a unique partnership this year. The Stanislaus County Local Child Support Agency (LCSA) and the Stanislaus County Probation Department formed a partnership to improve performance on the non-paying child support population shared between the two agencies.

Central Sierra Child Support Agency Celebrates 1st Year As Expanded 4-County Regional Agency

On December 7, 2011, the Central Sierra Child Support Agency held its 2nd all-staff meeting to review and celebrate its first year as a 4-county child support program. The Central Sierra Child Support Agency is unique among the local child support agencies in the State of California in that it is not a department of the local county governments for the counties in the region, but rather is a public entity governed by a joint powers agreement (JPA) among four member counties.



Social Media, Are You Connected?

What has no out-of-pocket expenses and can provide outstanding customer service? The answer is social media communications. All child support agencies should have in its public outreach toolbox social media networking and electronic methods for agency broadcasting and client messaging. These are 21st century ways of communicating globally with almost anybody.

Save the Date! The Next Fiscal Officers Forum is Scheduled for February 2012

Registration is opening in January for the next Fiscal Officer's Forum scheduled for February 16, 2012. The forum will be held from 10-3:30 p.m. at State DCSS in Rancho Cordova. Registration is free and webcast and/or video conference capability will be available.



New! Employer Outreach Workgroup

The CSDA Education Committee has created a new workgroup

focusing on employer outreach. Linda Dippel, Director of Contra Costa County DCSS is chairing the workgroup and the first meeting has taken place. Its focus will be to increase outreach and information dissemination to employers (via electronic methods whenever possible) and to specifically reach out to ask how we can assist them in matters relating to child support.

 




CSDA Attorney Faculty Committee Update

With the approval of the CSDA Board of Directors and members, the CSDA Attorney Faculty Committee has started planning for a multi-day legal training event to take place in early May. The exact dates and location will be announced soon.

 

We have developed an exciting agenda for this event that will vary somewhat from prior legal training events so that we can meet the legal training needs of attorneys, directors and program managers.

CSDA is fortunate to announce the return of Mary Dahlberg as the Executive Editor for the 2012 Child Support Interjurisdictional Sourcebook. This year's edition is a complete revamp of the prior edition and is not to be missed!



New and Updated Fact Sheets Posted on CSDA Website

The CSDA Fact Sheet Workgroup is continuing to develop and revise fact sheets for our customers and public policy stakeholders. The workgroup has recently debuted new fact sheets for your outreach toolbox. They include: "Modifying Your Child Support Order," "Keeping Your Confidential Information Secure," and "Federal Performance Measures...What They Mean to California."

CSDA Video Production Workgroup Focused on Incarcerated Women's Outreach Video

The Video Production Workgroup has been busy working on the script for the Incarcerated Women's Outreach Video. Final touches on the script will be completed by the end of the year before being forwarded to DCSS, executives at CDCR, and the focus group of inmates at Chowchilla Women's Facility. The workgroup is still shooting for a summer release date.
