Significant Changes on Horizon for California's Incarcerated Population

In an effort to address overcrowding in California's prison system and California's ongoing budget crisis, the Public Safety Realignment Act (Assembly Bill 109) was approved by the Legislature and signed into law by Governor Jerry Brown. AB 109 represents a significant change in how California will address segments of its current and future incarcerated population.

Well...never a dull moment as they say. I'm now convinced that "they" are people who work in child support! The big news at our last CSDA Board and Membership meetings was the announcement that the SDU implementation has been pushed back. It now appears that the "go live" date will be in February 2012, not December 2011 as originally planned.

You may be wondering why we are discussing taxes in November. It is because LCSAs have the opportunity to help educate our low or moderate income parents about the Earned Income Tax Credit (EITC). The EITC provides a subsidy for low-income working families. The credit equals a fixed percentage of earnings from the first dollar of earnings until the credit reaches a maximum. Both the percentage and the maximum credit depend on the number of children in the family. In 2010, families with three or more children could receive a credit of up to $5,666.

Shasta County Department of Child Support Services Joins the Child Abduction Response Team (CART)

Everyone knows what an Amber Alert is; and whenever we hear a news broadcast or see an interstate notification that a child is missing, we feel heartache for the family and a sense of relief that it is not our own child missing. Finding and returning missing children must be one of the most rewarding feelings a person can experience.
When Redding Police Chief Peter Hansen contacted me and asked if I would agree to be a member of the soon-to-be formed Northern California Regional Child Abduction Response Team (CART) team, I didn't hesitate to say yes. Our team is multi-agency and multi-county, covering Shasta, Siskiyou, Tehama, and Trinity counties.

Section 1115 Partnership Grant Update By Lesley Hull, Policy Branch Chief, State DCSS | |
As previously reported, the state Child Support and CalWORKs programs and UC Davis have been participants in a federal grant to initiate collaborative partnerships and data exchange opportunities. This grant has been an important first step to ongoing and sustainable collaboration. The most significant outcome of the project has been the creation of a Child Support and CalWORKs Executive Steering Committee. The committee was inaugurated in March 2011, convenes in Sacramento quarterly, and will be an ongoing nexus for the discussion of issues and projects of significant to both programs.

Los Angeles County CSSD Wins Two National Awards at WICSEC Conference By Natalie Dillon, Deputy Director, CSDA

Congratulations to the Los Angeles County Child Support Services Department (CSSD) for winning two(!) awards at the 2011 Western Interstate Child Support Enforcement Council (WICSEC) Conference.
First, LA County CSSD won the Most Improved Program Award, which recognizes a state, regional, county or tribal program that has shown exceptional improvement in key child support enforcement program performance areas and in services to its constituency during each year of the three preceding federal fiscal years (2008-2010).

Employer Forum Outreach Ideas Obtained at CSDA Annual Conference By Emily Casabian, Child Support Specialist III, Eastern Sierra Child Support Regional DCSS The following is an article written by a CSDA scholarship winner about her experience at the CSDA Annual Conference & Training Expo.

While the six hour drive to Sacramento was long and exhausting, the journey was well worth it. The CSDA Annual Conference & Training Expo was overflowing with distinguished speakers, informative workshops, vendor booths, and unique opportunities to meet and network with other child support professionals. I attended the Employer Forum on Monday. I enjoyed hearing comments and questions from the employer's perspective, and am using the valuable information presented in that training to plan upcoming local employer outreach projects.

New Edition of the Face of Child Support Publication to be Released

We are well underway in creating the next Face of Child Support publication! The publication will be made available to the LCSAs and to other program stakeholders by January, 2012. As you are all aware, all LCSAs submitted child support data and vignettes that were collected on September 28th 2011. Pedro Marenco from Sacramento County DCSS provided us with statistical data from the data repository for all counties in a number of different areas.

Video Production/Incarcerated Obligor Workgroup Update By Laura Roth, Director, El Dorado County DCSS
| On October 22, 2011, Solano DCSS Director Pam Posehn, Marin DCSS Director Keith Pepper, San Mateo DCSS Director Iliana Rodriguez and I traveled to the CCWF (Central California Women's Facility) in Chowchilla, CA. Two goals were accomplished. First, contact with female inmates in need of status of their child support cases. Second, an opportunity to experience first hand those issues that women inmates are in need of most. Answers to their most pertinent questions will be addressed in a women's incarceration video that is under development by the CSDA Video Production Workgroup.

The Fall 2011 CSDA Policy and Regulations Committee occurred on October 18th and fell in line with the Major League Baseball World Series; powerful hits and home runs concerns California's child support program policy.
