In 1991, the state enacted a major change in the relationship between state and local government, known as realignment. In the areas of mental health, social services and health, realignment transferred programs from state control to county control, altered program cost-sharing ratios, and provided counties with dedicated tax revenue from the sales tax and vehicle license fee to pay for these changes.

While CSDA Board President Dr. Steven Golightly was on vacation, I had the privilege to chair the July Board of Directors meeting. Topics were wide ranging and discussions at times, intense. The California Child Support program once again (or maybe still) is at the crossroads, and it will be our job to contend with the uncertainties while shaping the future of the program.

CSAC Bulletin, July 22ndReprinted with Permission It's a typical July in Washington, D.C., with the summer recess on the horizon and lawmakers anxious to escape the heat and humidity of the capital city. Standing between lawmakers and their August break, however, is the need to come to an agreement to raise the federal debt limit by the fast-approaching deadline. With little time remaining to work out a compromise package, Congress may need to defer part of its recess in order to settle on a new long-term plan that would reduce the deficit and raise the debt limit. | |

A View from Across the Pond: Child Support in the United Kingdom

In March, I was selected as one of the two 2011 Pegasus Scholars by the American Inns of Court. The Pegasus Scholarship is an exchange program to the United Kingdom to study the legal system firsthand by shadowing British Attorneys. My placement in the United Kingdom lasted for a month. During this time I was shadowing barristers and judges and visited the courts, including the Court of Appeal, the Criminal Court, the UK Supreme Court and courts in Scotland and Ireland.

Northern Directors Meet in Yolo County

The recent Northern Directors meeting was held in Yolo County in an effort to give the more southern-based northern directors a shorter trip (the meeting is usually held in Redding, Butte or Red Bluff). Fifteen attendees made the trek and several more attended via conference phone. DCSS Interim Director Kathy Hrepich was also in attendance.

Warm Reception at Leadership Institute

The Child Support Program in California was transformed during the past decade since responsibility for administering the program shifted from local district attorneys to a centralized State department and local child support agencies (LCSAs). The State and LCSAs worked long and hard to make an automated statewide system a reality. The new system not only turned the process of managing child support cases on its head for line staff and management alike but also added a new focus toward a statewide perspective. All of this took place in chorus with improving performance. Individual LCSAs went through other changes as well. In Los Angeles, for example, teams and case assignments were restructured from a functional model to a case ownership model.

The CSDA Annual Conference Planning Committee is making an effort to market two pre-conference forums scheduled for September 19th at the Doubletree Hotel in Sacramento. The first forum is the Family Law Bar Forum. The event will be held from 9:00 a.m.- 4:30 p.m. The purpose of the Family Law Bar Forum is to educate private family law attorneys about the IV-D program. Attendees learn about the life cycle of a IV-D child support case - from case opening to case closure.

Sonoma County DCSS Develops Outreach Project Targeting the Latino Community

For the past year Sonoma County DCSS has been engaged in a concerted project of outreach to the Hispanic/Latino community. When the Office of Child Support Enforcement (OCSE) indicated they were about to launch their Hispanic Toolkit we contacted them and requested everything they had. OCSE agreed and in return, they requested that we send them a copy of whatever we create.

August Is Child Suport Awareness Month

August marks the eleventh annual observance of Child Support Awareness Month (CSAM) in California. This year, the slogan for CSAM is "Child Support - You Won't Find A Better Investment," and the poster features a little girl holding a piggy bank.
Over 800 posters (English and Spanish) have been mailed to local child support agencies (LCSAs) with an additional 200 to Department of Motor Vehicles (DMV) offices, 85 to local Departments of Rehabilitation, and an additional 58 to First 5 County Commissions. A smaller .pdf version of the poster was e-mailed to all LCSA Public Information Officers (PIOs), and they can also be downloaded in seven languages from the DCSS CSAM web page under Hot Topics.

This year's theme is "Child Support - You Won't Find a Better Investment" and each Local Child Support Agency (LCSA) should have received the posters they ordered for this event. Posters have also been sent statewide to the Department of Motor Vehicles (DMV) and Department of Rehabilitation offices.

CSDA Legal Practices Committee Update

At its July monthly meeting held in Los Angeles County, CSDA Legal Practices Committee members continued the discussion of shared services in the areas of Bankruptcy and Worker's Compensation. State DCSS indicated they are preparing a report of worker's compensation cases for 2010 and for year to date 2011 from CSE to assist in analyzing the volume of work, which will be ready by the August meeting. State DCSS has also begun assisting those LCSAs interested in shared services with preparing interagency contracts and discussing logistics. For counties not interested in shared services, several ideas for improving communication amongst LCSAs were discussed, including having one point of contact at each LCSA for Bankruptcy.
