Small Business Paperwork Mandate Elimination Act of 2011
The Senate gave final approval to this bill which repeals a provision of the 2010 health care bill requiring businesses to report payments to vendors over $600 to the Internal Revenue Service. The House passed the bill last month. The president is expected to sign it into law.

Phantom Damages Bill Update
Senate Committee Kills HB1106
The "Phantom Damages Bill," would have legislatively reversed a Colorado Supreme Court decision-the "phantom damages ruling"- which allows trial lawyers to recover "billed" medical charges rather than actual expenses in personal injury suits. This bill was killed in the Colorado Senate on a 3-2 vote along party lines.
As a result of the bill's defeat, the Supreme Court decision stands. The court's decision means higher payouts for injured plaintiffs' medical costs. Anticipate an increase in malpractice insurance premiums.

Colorado Springs Mayoral Run-Off Election
Richard Skorman, downtown businessman and former city councilman, and Steve Bach, longtime commercial real estate broker, will vie to be Colorado Springs first strong mayor in a mail ballot run-off election.
Ballots will be sent to active voters beginning April 22, 2011. May 17 is Election Day, and the last day for the City Clerk to receive ballots. The candidate who receives the most votes will take the oath of office as the new Mayor on June 7, 2011.
