When Domtar Corporation, the largest integrated manufacturer of uncoated freesheet paper in North America, announced layoffs at its Port Edwards location in 2008, it impacted more than 500 employees and left them with an unknown future. One of those employees was Jill Goffin. Goffin found herself out of work and faced with the decision of trying to find another job or returning to school to earn her bachelor's degree. New Video Conferencing System for Job Seekers to be Highlighted during Workforce Development Month - September has been designated as Workforce Development Month by Governor Scott Walker. As part of the many exciting events scheduled for September, the Wisconsin Workforce Development Association is highlighting its new innovative statewide video conferencing system with a Kick-Start Your Career Workshop for job seekers. This is a major workshop event where participants in the Rhinelander, Wausau and Wisconsin Rapids Job Centers as well as 13 other Job Centers across the state will learn about resources to search for occupations that match their background and skills. A
special welcome from DWD Secretary Scott Baumbach will kick-off the event. The workshop will take place from 2:30 - 4:00 pm on September 8, 2011. Get more information on statewide Workforce Development Month events at: http://wwda.org/wfcmonthcalendar.html.

 DWD Secretary Baumbach Visits & Tours NewPage Transition Center & Wisconsin Rapids Job Center - On August 9, 2011, DWD Secretary Scott Baumbach visted & toured the NewPage Transition Center in Plover and the Wisconsin Rapids Job Center. During his visit he met with NCWWDB Executive Director, Rene Daniels, LETC Program Manager, Cindy Kiesling, and DWD-Workforce Development Area Manager, Tom Younger. During the visit to the Wisconsin Rapids Job Center, Daniels, Younger, and Kiesling discussed with Baumbach the resources available to job seekers, explained the specialized trainings being offered throughout WDA 6's nine-county area, and spoke of the challenges of delivering services in a mostly rural setting.
At the NewPage Transition Center, Baumbach met and talked with NewPage Dislocated Worker, Douglas Tepp. Tepp explained that after conducting a long and unsuccessful job search on his own since February, he had finally found his way into the Transition Center. Rigorous 8-Week WIA Funded Welding Class comes to Completion - Six students
recently completed eight weeks of arduous welding skills and classroom training from 7am to 6:30pm, five days a week. During the course the students gained valuable welding knowledge and skills including Advanced Welding Blueprint Reading, Measuring Devices, Applied Communication skills, and Welding Fabrication through project-based learning experiences.  WANTED - Food Manufacturing Science Certificate Program Participants - APPLY NOW!
The North Central Wisconsin Workforce Development Board in partnership with the Community Foundation of Greater South Wood County, the LETC Dislocated Worker Program, and Mid-State Technical College recently created and are currently seeking potential candidates for a specialized certificate training in "Food Manufacturing Science". This program is designed to train workers for high skilled employment within the food manufacturing industry in central Wisconsin. This is a seven-month, 20 credit, certificate training program that includes actual field experience as well as classroom training. Only 24 candidates will be selected. Kohl: Rural Jobs are Key to Boosting State's Economy - Was the topic of the message Senator Kohl delivered during a recent stop in Wisconsin Rapids. "We have an economy that's not providing the level of jobs needed, and the No.1 issue is getting people back to work," Kohl said at Ocean Spray Cranberries' processing plant. "We need to provide every opportunity we can to create jobs in rural Wisconsin and rural America."
Kohl, who leads the Senate panel that provides oversight to the Food and Drug Administration, made the afternoon stop at the Ocean Spray facility. He spoke on the importance of the industry, ensuring food safety regulations and job creation. During Kohl's visit, he met and talked with NCWWDB Executive Director, Rene Daniels (see picture above).

 President to Announce Jobs Proposal to Boost Employment & the Economy - President Obama has requested a joint session of Congress on Wednesday, September 7, 2011 at 7pm Central Time to announce his much anticipated job creation proposal to boost employment and the economy. There has been a great deal of speculation in the media about what initiatives the President will put forward in his plan, which is expected to include some mixture of infrastructure investment, tax credits, and retraining programs focused on aiding the long-term unemployed. Watch for the National Skills Coalition's reaction to the President's plan following his speech.

July 2011, Wisconsin unemployment rate - 7.7% (unadjusted); 7.8% (seasonally adjusted)
July 2011 unemployment rate for our nine-county NCWWDB area: 8.2% (unadjusted); the highest being Lincoln with 10.8% unemployment
(2nd highest in the state)
and the lowest being Portage with 7.4% (42nd highest in the state)
There were 12 *WARN notices given in WDA 6 during the period of
January 1, 2011 thru
August 24, 2011.
*WARN is a required communication for those employers with 50 or more employees. Employers with fewer than 50 employees may have laid people off during this time. |

Training Report
Program Year 2011 From July 1, 2010 to August 26, 2011, or the start of Program Year 2011, NCWWDB served 230 Youth, 251 Adults, and 834 Dislocated Workers in WIA Title 1- funded programs.
Special Training Projects
- Five - WIA Youth participants recently completed Accuplacer Preparation courses at Mid-State Tech College
- Six - WIA participants recently completed the Advanced Welding course at Nicolet Area Technical College
- Six - WIA participants recently completed the Personal Care Worker course at Mid-State Technical College
- 19 - WIA participants recently completed the Food Manufacturing Science Certificate course at Mid-State Technical College
