European Customs authorities will begin enforcing the 24-Hour advance manifest rule effective January 1st, 2011.   The regulation affects all export cargo to the European Union and any cargo that transships or transits through an EU port.   This also includes Freight Remaining On Board (FROB) a vessel.

 

The underlying carriers will be required to submit the Entry Summary Declaration (ENS) 24 hours prior to the vessel loading at the Port of Export.      

 

As a result of this ruling Triton will now require the first 6 digits of the HS Code at the time of booking.  The HS Code must be listed for all commodities in a shipment.  In addition, complete bill of lading instructions with the AES statement are required before the cut-off.   If complete details are not received, cargo will be placed on hold at the port of loading and will not load until completed paperwork is on hand.

 

Corrections to bills of lading after submission may require permission from the carrier and correction fees may be required on a per shipment basis.

 

This rule will apply to the 27 EU member states, the Mediterranean, Middle East, Africa and all cargo moving via these countries.  Destination notes on our bookings have been updated to indicate countries where the H.S. codes are mandatory.
