Dear Neighbor,

I would like to take a moment to talk about George Poulos.   Many residents of the ward and patrons of Welles Park may remember George as the park supervisor from 1973 through 1990.  With help from Rich Makowski, Scott Humphries, Bob Wineger, Barry Rodgers and Leslie Demoss, the Welles Park little league program went from a 6-team league for boys 7-13 years to a 38-team league in 1989 with four divisions.  He established many of the programs, still occurring today, and set the bar high.  After an outstanding career of service and leadership to the Chicago Park District and the 47th Ward area, Mr. Poulos was promoted to a position where he oversaw all physical activities for many of the north side parks including Welles until his retirement in 1998.  I have heard that George was very caring and instrumental to the park's success.  He knew the kids in the neighborhood and their families, helping to establish the park as a focal point of the community.    

 

This weekend the new playground at Welles Park will be dedicated in honor of George Poulos and I would like to join with the Park District, current Welles Park Supervisor Becky Kliber and the Welles Park Advisory Council in thanking Mr. Poulos for his vital role in making our community great.

 

Infrastructure Work in the 47th

You have probably noticed the street construction taking place in the 47th Ward.  These projects not only provide jobs but are necessary to update elements of our infrastructure that are either antiquated, deteriorated or no longer conforming to city codes; for instance, we have some water & sewer mains from the 1890s that are in need of replacement.  For the first time in 20 years, the City of Chicago has a capital plan to help better coordinate public works projects with private utility work going forward to prevent duplication of efforts.

You may wonder what is happening on Montrose.  Construction continues to progress on the City's transportation department's (CDOT) 2012 arterial resurfacing project and the Ravenswood Metra bridge replacement.   I realize that Montrose has been particularly impacted as it is the intersection of two of the largest projects in the ward.    

 

Funded by their capital budget, CDOT is currently working on installing concrete bus pads, repairing curbs & gutters, adjusting drainage manholes and fixing other concrete structures before continuing with the asphalt resurfacing from California to Western.  Meanwhile, as part of Metra's eight-year project, the Montrose bridge at Ravenswood is closed to traffic until around July 4th as they install the new bridge structure and steel.  Keep an eye on detour signs as access will be changing as they progress and we are working closely to ensure that options are available. For instance, some one-way street may need to be temporarily made two-way to facilitate traffic movements through the neighborhood. Note that all area businesses will remain open and do appear your continued patronized during this construction period. 

 

The gas main replacement by Peoples Gas began last April.  The gas mains beneath the streets in much of North Center were installed in the late 19th and early 20th centuries.  Crews from sub-contractor Northern Pipe Line (NPL) began by placing the new 8-inch PVC mains in the parkways.  Crews from Peoples Gas followed to each property to install the new gas meters and regulators required to move from the old low-pressure to the new medium-pressure system.  This week NPL resumed parkway restoration in the area west of Western and will continue over the next couple of months to repair the damage done through the course of this project.  The sand will finally be disappearing from our parkways over the summer.

Replacements of these utility mains are an important investment in our community future prosperity and only happen once every 100 years. We hope that once these critical reconstruction projects are done, in a given area, residents will not have to bear this type of disruption again within their lifetime.

47th Ward Master Gardeners
Grid-Based Garbage Pickup Coming to the 47th Ward MONDAY

Beginning MONDAY, the City of Chicago Department of Streets and Sanitation will be implementing grid garbage pickup for the first time.  This system will increase efficiency and productivity and will save approximately $20 million in operational costs.  We will be posting notice of this change in parks, the library and in other high-traffic areas throughout the ward.  As you can see from the map below, areas in green will be picked-up on Wednesdays, areas in purple will be picked-up on Thursdays and areas in yellow will be picked-up on Fridays.  Notices will be placed on garbage carts the week prior to the transition notifying residents of the new pickup date.  Note: This only effects garbage pickup from black carts.  The blue cart schedule for recycling remains unchanged.

Infrastructure Update   

 

Berteau Sewer Replacement

Wayne Ave. Sewer Replacement

  

Contractors from the Dept. of Water Management (DWM) have begun to replace the sewer main under the 3900 block of Wayne Ave.  Work will be happening in the intersection with Irving Park Rd., but should not occur during rush hour.  To see the notice that was delivered to residents and businesses regarding this project, please click here

    

Street Resurfacing 

Montrose Ave. is being resurfaced from Lake Shore Drive to Damen Ave.  Crews have begun concrete work and resurfacing in the traffic lanes.  The first phase of resurfacing should be completed by the end of this week.  Crews will then adjust structures, install concrete bus pads at bus stops, and resurface the remaining portion of the street.  Anticipated completion date for the entire project is July 4th.

Second-Installment Property Tax Bills to be Mailed on Time for the First Time in 35 Years  

Cook County elected officials announced Wednesday that 1.8 million second-installment property tax bills are expected to be mailed on time this year for the first time since 1977 - a move that will save municipalities and school districts millions of dollars. Staff from county agencies met months ago to develop an accelerated schedule to restore timeliness and when tax bills are mailed this July, it will be the result of cooperation among the various county agencies.

The second-installment tax bill process involves several government agencies. The Assessor's Office, the Board of Review, the Illinois Department of Revenue and the Clerk's Office all must complete their parts in the process before the Treasurer's Office can mail the bills. Cook County Treasurer Maria Pappas noted that this would be the first county bill that would be part of an effort to give taxpayers information about where their payments go. Taxpayers can enter their Property Index Numbers on the county's portal at cookcountypropertyinfo.com or the treasurer's website at cookcountytreasurer.com to see how much each of the 12 to 20 taxing agencies listed on second-installment bills receives from their payments, along with comprehensive debt and other financial information on each taxing agency.

The Lake View High School Summer Pre-calculas program still needs your support! 

Thanks to generous donations from community members, former students, teachers, and other friends (including Alderman Pawar!) we have raised over $4,500 to enable 67 students to attend the summer Pre-Calculus program so that they can take AP Calculus next fall at Lake View High School.  Our school was able to fund half the program; but even with the amount we've raised, we are still $2,500 away from complete funding. Lake View has an extraordinary number of students excited about taking higher level mathematics -over 90 have qualified for Calculus next fall. Permit Parking Consolidation

As 2012 City Vehicle Stickers become available soon through the City Clerk's office, please be aware of the following permit parking zone consolidations:

  • Zones 1394 and 126 are consolidating into Zone 62
  • Zones 132 and 104 are consolidating into Zone 92
    (the mistakenly posted zone 1667 on Hamilton will also be returned to Zone 92)
Car owners in these areas need to be sure the new zone number is printed correctly when purchasing their new city sticker.

Block Party  and Jumping Jack Forms
Planning a block party for the summer?  The forms are available on our website.  The last page of the packet is the Jumping Jack Form.  Please follow the instructions on the form and email or fax the Jumping Jack application back to DCASE.

Please return the rest of the packet to the 47th Ward Office in-person.  If you have any questions, please call or email the 47th Ward Office.

Residential street sweeping is back.  To see the schedule, click here.

Cubs Season Parking
LV2 (Night baseball game) passes are available in our office.  Please bring proof of residence (utility bill, photo ID [with correct address], lease, etc.) to 4243 N. Lincoln.  If you want to receive the permanent decal you need to have your city sticker number and license plate number. 

For businesses, please bring your request on your letterhead.  For employees requesting decals: include the employee's name, make and model of the vehicle, city sticker number and license plate number.  For those requiring a permanent guest pass: please list the employee's name make/model of the vehicle and their license plate information.  For single-use passes for customers or clients, please consult the night-game schedule and let us know how many you predict you will need.  We will place a special order for large quantities.
