NDANO Launches New Look 
The North Dakota Association of Nonprofit Organizations (NDANO) is excited to launch a new look for the Nonprofit Network, our monthly newsletter. The newsletter will utilize an e-mail format (instead of the PDF version previously used) that will allow readers to quickly and easily access articles of interest. The newsletter will also include two new features in every issue: Meet a Member and Partner Profile.
 
NDANO hopes that you will enjoy this new format. Please e-mail ndano@btinet.net if you have any comments or suggestions.
 
Public Policy News 
At least eight bills are pending in Congress proposing to respond to the impact of high gas prices on charitable volunteers serving the elderly, disabled and needy across America. NDANO is looking for specific examples of the negative impacts in North Dakota communities. If you can provide us with concrete examples of nonprofits cutting services, volunteers unable to help anymore or other setbacks related to gas prices, please e-mail ndano@btinet.net.  Thank you for your assistance.
 
Do You Goodsearch? 
Goodsearch (powered by Yahoo!) is a search engine on the internet that will donate to a charity each time you search. Visit www.goodsearch.com and register your charity (or search for one already registered). Then tell your donors and friends and spread the word. Each time you search on Goodsearch, it will donate about a penny to your charity. 
 
Training Opportunities 
FREE Webinar Focused on Online Fundraising
Jay Wilkinson of Firespring will host a free webinar on "The Basics of Online Fundraising for Nonprofits" Wednesday, Aug. 13, from 9:30-11 a.m. The webinar will focus on:

NDAAFP Workshop Sept. 12
The North Dakota Area Association of Fundraising Professionals (NDAAFP) will host a workshop Sept. 12 at the Best Western Doublewood Inn of Bismarck. The workshop will focus on helping staff and volunteers understand how to solicit gifts and how to use planned giving gifts to start or build up an endowment fund, foundation fund or scholarship fund.

NDAAFP Stelter Relationship Workshop Scheduled for Sept. 30-Oct. 1
NDAAFP will host the Stelter Relationship Workshop Sept. 30-Oct. 1 at the Holiday Inn of Fargo. The workshop discusses an effective system to build stronger relationships with donors and apply techniques to secure gifts for your organization.

Volunteering in North Dakota 
The Corporation for National and Community Service has released a report on volunteering. North Dakota ranks 10th in the nation with a 35.6 percent volunteer rate. On average, North Dakota's 178,000 volunteers dedicate 15.2 million hours of service each year. The estimated economic contribution of the volunteer hours served is $296 million annually.

AmeriCorps NCCC Serves North Dakota 
The AmeriCorps NCCC North Central Region's new campus in Vinton, Iowa, serves North Dakota. It is a residential team-based national service program for men and women between the ages of 18 and 24. It partners its teams with nonprofit community-based organizations, government entities, educational institutions, Native American Tribal Councils and faith-based organizations to work on projects typically lasting six to eight weeks in an area of need for that organization.
 
Members work on projects to meet community needs in five main program areas: disaster services, education, environment, public safety and unmet needs.

NCNA Welcomes New President and CEO 
The National Council of Nonprofit Associations (NCNA), of which NDANO is a member, welcomes new President and CEO Tim Delaney. Delaney joins NCNA after successfully leading the nonprofit Center for Leadership, Ethics, and Public Service, which he founded in 2001. He has extensive background in public policy, an asset to NCNA as it works on its Nonprofit Capacity Building Initiative.
 
Delaney's other work experience includes serving as Arizona's Solicitor General and Chief Deputy Attorney General and acting as a senior advisor to NCNA. "Tim is also an accomplished nonprofit practitioner," says Doug Sauer, NCNA board chair. "Over the last 30 years Tim has helped nonprofits as an advocate, board member, CEO, consultant, lawyer, lobbyist, teacher, trainer and writer. His proven success as an energetic and innovative leader will help advance NCNA's vision of improving lives and communities by advancing the nonprofit sector."
 
IRS Regulates 403(b) Plans 
Anticipated for more than three years, the IRS officially announced regulations on July 23, 2007, for 403(b) plans. These changes will impact 501(c)(3) organizations and other entities that offer voluntary participation 403(b) plans. While the new regulations generally will be effective Jan. 1, 2009, 501(c)(3) organizations should begin preparations to make sure they are ready.
 
In addition, on July 25, 2007, the Department of Labor issued a Field Assistance Bulletin regarding the ability of 501(c)(3) organizations to retain their ERISA exempt status under the new regulations.
 
What does this mean for 501(c)(3) organizations? It means greater fiduciary and administrative responsibility for their voluntary 403(b) plans, including:
  • Adopting a written plan
  • Restrictions on some aspects of asset transfers
  • Greater compliance and monitoring requirements
  • Universal availability and communications to employees

North Dakota Sees Increase in Foundation Assets;
Still Room to Grow
According to a new report that analyzes foundation assets and per capita grantmaking, North Dakota's in-state foundation assets increased 10.22 percent from 2004 to 2005. North Dakota foundations held $191.1 million in assets in 2005 compared to $175.2 million in 2004. Despite this growth, North Dakota continues to rank last in foundation assets when compared to all 50 states and the District of Columbia. Per capita grantmaking for North Dakota in 2005 was $15, which was 13 percent of the national average of $117, placing the state 51st nationally.
 
"As North Dakota's economy improves, we are seeing increases in North Dakota's philanthropic assets," says Kevin J. Dvorak, North Dakota Community Foundation (NDCF) president and CEO. "The assets of the NDCF have doubled over the last five years to over $40,000,000. We expect continued interest in giving back through the NDCF and other philanthropic vehicles as we work to increase the philanthropic sector in our state."   
 
"The growth of North Dakota foundation assets is a positive step, but increased charitable giving by North Dakotans is essential to support nonprofit organizations that work hard to improve quality of life in our state," says Dana Schaar, NDANO executive director.
 
The Big Sky Institute for the Advancement of Nonprofits' The Philanthropic Divide 2007 Update Report is an analysis of foundation assets and per capita grantmaking that highlights the underfunding of rural America's most philanthropically impoverished states.
