HOUSING FINANCE BILL
GETS FAVORABLE REPORT

SB 187 (Bedford), the HBAA-backed Housing Finance Authority bill, received a favorable report from the House Banking & Insurance Committee on Wednesday. The bill would expand the types of loans that the Authority is permitted to service, opening up opportunities for smaller community banks to make mortgage loans across the state. The HBAA will be working to get the bill onto the House calendar at the earliest opportunity.
BUILDING CODE BILLS
AWAIT COMMITTEE ACTION

SB 315, the HBAA's building code bill, is expected to come up for consideration in the House Commerce Committee next Tuesday, February 23, at 12:30 p.m. Here is the bill description:
 
Alabama Residential Energy Code Board changed to Alabama Energy and Residential Codes Board, Model Energy Code replaced with Alabama Energy and Residential Codes, adoption of modern building and energy codes in compliance with federal law to be implemented by counties and municipalities, board members increased, certain farm structures excluded, sprinkler systems provided for, Secs. 41-23-80, 41-23-81, 41-23-82, 41-23-83, 41-23-84, 41-23-85 am'd. (2010-20221)
 
 
The House version of this bill (which mirrors the Senate version) passed out of Commerce by a 12-1 vote last month, and we expect the committee to once again support this legislation. However, we fully anticipate that the fire officials will be out in full force to continue their opposition to the bill.
