  • Saudi Arabia targets 41 GW of solar by 2032. Event summary (May 8 - 9, 2012) 4th Annual Saudi Solar Summit hosted by KA.CARE, Riyadh, Saudi Arabia.  Download presentations -  
  • "We are not only looking for building solar plants, we want to run a sustainable solar energy sector that will become a driver for the domestic energy for years to come," Dr. Said Al-Odan KA.CARE consultant.

    Key points: Saudi is targeting to become a kingdom of sustainable energy rather
    than just a kingdom of Energy. Strategy is to maximize returns for KSA
    through: oil saving, establishing a new economic sector, and ensuring
    sustainability. No long term government subsidies targeted, industry has to
    be competitive locally & globally

    - Saudi will use solar not just to do peak load shaving, rather it will
    use it to do load following (matching) to maximize return, so CSP with
    storage will be a key

    - Targets are 41 GW (out of total of 121 GW installed capacity) from
    solar by 2032 (16 GW from PV, 25 GW from CSP). This represents about 4% and
    36% of worldwide PV & CSP installed capacity, respectively.

    - 21 GW will be generated from nuclear +geothermal + waste-to-energy by
    2032

    - 80% of power consumption in KSA is residential, and about 70% of it
    goes to HVAC systems. Demand in winter is 50% less than in the summer, 20%
    less at night compared to during the day.

    - For PV, estimated LCOE by 2030 is $0.07/Kwhr. For CSP, he cited an IPP
    project in Morocco that was won recently by a Saudi company (ACWA Power
    consortium) for a levelized tariff  of $0.1897/Kwhr

    - 80% of value chain will be localized in Saudi by 2032.  Value chain
    targeted goes beyond manufacturing to services, R&D and technology, etc.

    - Yanbu will become a pilot site for RE implementation in KSA. Will
    target energy efficiency as well as introducing solar energy (total (130MW)
    10% energy reduction by 2020).

    - SABIC is also interested to use solar, and cited interest in
    applications in solar cracking, gasification & reforming.

    - No feed-in-tariffs will be defined initially. Instead a competitive
    procurement process will be used for two rounds to help KACARE define what
    the FITs should be. FITs will vary depending by technology, so PV won't be
    competing with CSP for example. 1st procurement round will be for 2 to 3 GW,
    2nd will be for 3 to 4 GW, two rounds will be separated by 12 to 18 months.
    Duration of procurement is 6 to 8 months. 20 year PPA for energy only will
    be used. Bids evaluated based on price and non-price factors (like local
    content requirement LCR) with certain weight (i.e. 70% price, 30% LCR).
    Formula will be very transparent. No mandatory LCR will be specified for the
    1st round, but will be incentivized initially and a certain minimum will be
    specified at 2nd round (as a % of CAPEX). Potential bonus in FIT will be
    given if the developer exceeds the min. required LCR. A white paper will be
    circulated in June 2012 for registered companies to give feedback.  
  • The first round of tenders will be launched in early 2013, with some 2GW
    divided into several projects up for grabs . The tender will be preceded by
    a 'stakeholder engagement' and the publication of a white paper outlining in
    more details KA-CARE's solar energy road map. For the
    1st RFP (did not specify when it will come out), 45 days will be allowed for
    companies to give feedback, then it will be adjusted and re-issued.

  • Industry comments - "Certainly shows very ambitious plans for solar and nuclear development.  I keep thinking how realistic are these goals to get up to 20% solar PV and CSP by 2032, and perhaps an equal additional amount from nuclear assuming the optimized scenario."

     * Saudi Arabia : Saudi Arabia blazes a trail on solar power. The National - May 13, 2012 , One of the world's biggest oil producers and consumers has launched a renewable energy programme that may make Riyadh the new global hub for clean power. In 2010, Saudi Arabia made a huge splash on the international stage when Ali Al Naimi, the oil minister, announced that "Saudi Arabia aspires to export as much solar energy in the future as it exports oil now".

    * Saudi Arabia: Saudi Arabia Plans $109 Billion Boost for Solar Power, Bloomberg
Saudi Arabia is seeking investors for a $109 billion plan to create a solar industry that generates a third of the nation's electricity by 2032, according to officials at the agency developing the plan. The world's largest crude oil exporter aims to have 41,000 megawatts of solar capacity within two decades, said Maher al- Odan, a consultant at the King Abdullah City for Atomic and Renewable Energy. Khalid al-Suliman, vice president for the organization known as Ka-care, said on May 8 in Riyadh that nuclear, wind and geothermal would contribute 21,000 megawatts.

    * UAE:  Massive interest shown in DEWA solar plant, Adam Lane ,May 3, 2012
DEWA has said 150 companies have expressed interest in the project. Dubai Electricity & Water Authority (DEWA) has announced that it has received approximately 150 Expressions of Interest (EOIs) from companies interested in building a 10 MW solar PV power plant. The project is the first of its kind for DEWA, and is a key part of the Mohammed bin Rashid Al Maktoum Solar Park project. Companies were invited to show interest in the project at the start of April, and DEWA expects pre-qualified companies to send requests for proposals by June. 

    * Qatar:
Polysilicon plant to fuel Qatar's solar power drive. Qatar could eventually generate over 6.5 gigawatt (GW) or 6,500 megawatt of electricity from the sun if all the raw material produced at the $1bn high-quality solar grade polysilicon plant, being set up by Qatar Solar Technologies, is converted into solar panels.

    * Kuwait: KD1.5M Solar Project Deal Inked, Kuwait Petroleum Corp (KPC) has signed an agreement with Kuwait Institute for Scientific Research (KISR) to execute the second stage of a solar energy project costing KD1.5m, Kuwait Times has reported. The project aims to promote solar energy applications in electricity generating, and reduce reliance on traditional energies, said the chief executive of KPC, Farouk Hussein Al-Zanki.

    * MENA:  EBRD - $785m boost to North African green energy. - Utilities ME, Managing director of the energy sector at the European Bank for Reconstruction and Development (EBRD) Riccardo Puliti has told Dow Jones that the EBRD is set to invest US $785 million into renewable projects in North Africa and Jordan annually for the next few years. Puliti has said that projects in Egypt, Tunisia, Morocco and Jordan would see investment, with a number of projects in rural Morocco already in the preliminary stages of assessment.

    * Morocco: Renewable energy in Morocco, Norton Rose Briefing,  Morocco is the only North African country with no natural oil resources and is the largest energy importer in the region with 96 per cent of its energy needs being sourced externally. This briefing focuses on the outlook and challenges for renewable energy projects in Morocco. It gives an overview of Morocco's domestic energy resources, planned projects and the factors driving Morocco's energy strategy. It also examines the policy and regulatory environment for renewables projects and provides an overview of the requirements for developers of renewables projects in Morocco.     * Jordan: Jordan set to explore smart grid upgrades, Jordan is preparing to explore smart grid upgrades across its electricity network after the United States Trade and Development Agency (USTDA) awarded grants for feasibility studies. The funding will help the Electricity Distribution Company (EDCO), Irbid District Electricity Company (IDECO) and the Jordanian Electric Power Company (JEPCO) to explore smart grid options for their networks. Part of the studies will involve an analysis of the United States' smart grid technologies and expertise, and will also consider energy efficiency and system management.

    * China - China's BYD targets 5 GW PV module capacity; mass energy storage production - Photovoltaic product, battery and vehicle manufacturer, BYD, has ambitious plans. In addition to reaching five GW of module capacity by 2016 and switching to full automation in a few weeks, it intends to start producing solar energy storage solutions on a mass scale in 2013. It is also planning manufacturing locations outside of China.

    * India - Will India join the 'Gigawatt Club' this year? pv magazine - 
After over two years of policy deliberations and growing pains, India is finally seeing solar installations in meaningful numbers: cumulative photovoltaic capacity stands at 964 megawatts (MW), 745 MW of which have been commissioned in 2012. But it is not all sunshine, with financing proving to be one of the country's biggest challenges. Quality issues are also surfacing.
India's reverse auction, together with inexperienced project developers, has resulted in some of the lowest solar tariffs in the world.

    * Global  - Solar Industry CEOs Launch Global Solar Council, BRUSSELS - May 3, 2012 - Representatives of leading international companies in the solar photovoltaic industry today announced the founding of the Global Solar Council, a CEO-level industry coalition whose aim is to expand the global deployment of solar energy in a sustainable and cost-competitive way.  The Global Solar Council is a CEO-level coalition of leading international companies in the photovoltaic solar value chain.  Its mission is to promote the global development and growth of solar energy. The Council aims to expand the use of solar energy in the global energy mix by actively promoting the benefits of solar energy.  The Council will communicate with senior policy makers on the substantial successes already achieved by solar and the importance of a public policy environment that will allow the ongoing development of solar energy, driving job creation and economic growth.

Mauritania Solar Power Project, located in the Islamic Republic of Mauritania.
Abu Dhabi Future Energy Company (Masdar) invites companies to submit an Expression of Interest (EoI) for short listing as a prospective Bidder.  The Project will require the design, engineering, procurement, construction, testing and commissioning, of a photovoltaic power plant of approximately 15 MW installed PV power together with associated infrastructure and facilities.  Details of the intended scope of works, location and programme and are summarised in the attached document.  EOI Document:

Solar Investing:  First Solar: Accounting Red Flags Could Sink Stock, Solar (FSLR) is off to a very rocky start this year. Having just been awarded a "Very Aggressive" Accounting Risk rating by GMI Ratings, First Solar's risk profile has been populating red flags since at least 2008. However, with government assistance in the form of legislation and funding, it is the only solar stock with estimated gains this year. What to make of this cloudy picture? 

May 2012 - Polysilicon prices drop 11 percent ($30 kg to $27 kg) - $22 by year end  - According to IHS iSuppli, average selling prices (ASPs) for polysilicon dropped by 11 percent in April, to a new 2012 low of US$27.20. This follows a new purchasing trend, from contract deals to "bargain-basement" spot market buying, and signals the continuation of oversupply.
