Have you ever wondered about the history of the I&M Canal and why it was built?  Here is an opportunity to learn more about the canal and how it affects where you live today.  On Tuesday, January 10, 2012 at 10:00 a.m. at the Montgomery Village Hall, Jim Carr will offer a free presentation on the Illinois & Michigan Canal.  Jim is a member of Canallers in the Corridor, a volunteer group that promotes the story of the I&M Canal era.  The Canallers portray real and composite characters of the 1800s.  They share stories that reflect the daily lives and extraordinary adventures of a pivotal chapter in the story of the westward expansion.

During this presentation you will meet Timothy James Carr, a muleboy, tillersman, captain and locktender on the I&M Canal during the 1830s.  Through stories and authentic portrayals of real characters from the I&M Canal's history, you can learn more about this interesting time in the history of this area.

This free presentation is being offered by the Village of Montgomery.  There is no charge and the event is handicapped accessible.  The monthly Senior Lunch and activity will begin at 11:00 a.m. after the presentation.  There is a $4 suggested donation for the lunch and pre-registration is requested.

Payroll Tax Cut Temporarily Extended

into 2012

WASHINGTON - Nearly 160 million workers will benefit from the extension of the reduced payroll tax rate that has been in effect for 2011. The Temporary Payroll Tax Cut Continuation Act of 2011 temporarily extends the two percentage point payroll tax cut for employees, continuing the reduction of their Social Security tax withholding rate from 6.2 percent to 4.2 percent of wages paid through Feb. 29, 2012. This reduced Social Security withholding will have no effect on employees' future Social Security benefits.

Employers should implement the new payroll tax rate as soon as possible in 2012 but not later than Jan. 31, 2012. For any Social Security tax over-withheld during January, employers should make an offsetting adjustment in workers' pay as soon as possible but not later than March 31, 2012.

Employers and payroll companies will handle the withholding changes, so workers should not need to take any additional action.

Under the terms negotiated by Congress, the law also includes a new "recapture" provision, which applies only to those employees who receive more than $18,350 in wages during the two-month period (the Social Security wage base for 2012 is $110,100, and $18,350 represents two months of the full-year  amount). This provision imposes an additional income tax on these higher-income employees in an amount equal to 2 percent of the amount of wages they receive during the two-month period in excess of $18,350 (and not greater than $110,100).

This additional recapture tax is an add-on to income tax liability that the employee would otherwise pay for 2012 and is not subject to reduction by credits or deductions.  The recapture tax would be payable in 2013 when the employee files his or her income tax return for the 2012 tax year. With the possibility of a full-year extension of the payroll tax cut being discussed for 2012, the IRS will closely monitor the situation in case future legislation changes the recapture provision.

The IRS will issue additional guidance as needed to implement the provisions of this new two-month extension, including revised employment tax forms and instructions and information for employees who may be subject to the new "recapture" provision.  For most employers, the quarterly employment tax return for the quarter ending March 31, 2012 is due April 30, 2012.

Look Who's in the News!

And the winner is...

Holiday spirit filled the halls of the Montgomery Village Hall during the first annual Festival of Trees. For two weeks, hundreds of residents came to gaze in awe at the amazing Christmas trees provided by area businesses and vote for their favorites. Businesses got in the spirit by decorating their trees with plenty of traditional ornaments, lights and bows, while others took advantage of the opportunity to showcase their business specialties with personalized license plate holders, stuffed animals, jewelry and flowers.

The idea behind this event was to provide a fun way for businesses to participate in a community event and get a little exposure for themselves in the process. The businesses did just that. Each one of the trees was so different and spectacular. The Montgomery & Countryside Fire Protection District's tree was decorated in a traditional style and took first place in the voting. A toy train circled beneath, and holiday fire safety tip sheets were available for all. Second place went to a beautiful not-so-traditional purple-lit tree with beautiful flowers from Water Lily Floral. Orchard Road Animal Hospital decorated their tree with an added spark of whimsy making it look like a friendly, oversized, dog - with giant candy cane ears, eyes, red nose, floppy fabric tongue and a collar with a bell - and took third place. A Balloon Creation, Inc., made their tree entirely out of green, red, white and yellow balloons, including the angel on top, and finished fourth. However, every tree had many votes and was somebody's favorite, with almost 300 people casting votes.

Participants this year included: A Balloon Creation, Inc., BMO Harris Bank, Brian and Sons, Inc., Blockbuster, Coffman Truck Sales Inc., Community Christian Church, Kids Heaven Party/Novelty Shop, Montgomery & Countryside Fire Protection District, Orchard Road Animal Hospital, Premier Design High Fashion Jewelry, Schaefer Greenhouses and Water Lily Floral.

According to Deputy Village Clerk Ruth Maloy, "The Festival of Trees has been so well received, I'm sure we'll have even more business participation next year."  Another Village staffer was heard to comment, "It's just wonderful to see so many members of the community enjoying the holiday decorations throughout the Village Hall." Based on the number of cups of hot cocoa served at the Tree Lighting/Festival of Trees kick-off event on December 4th, at least 600 residents and visitors came out that first evening to enjoy both the Tree Lighting with Santa and Mrs. Claus as well as the Festival of Trees.

The Montgomery & Countryside Fire Protection District will be recognized for their winning tree at the January 23rd Village Board meeting by the Village of Montgomery and the Greater Montgomery Area Chamber of Commerce, which co-sponsored the event.

Montgomery Launches New Website  www.ci.montgomery.il.us

The Village of Montgomery has a new website. It reflects a clean design with a user-friendly layout, bold colors, new images and completely new navigational tools. The website was designed by the government website experts at CivicPlus to caprue the personality of Montgomery and incorporate a host of new and improved features.  The website is designed to help residents, visitors and businesses quickly locate information and access services.

The website offers expanded content, electronic payment for water bills and a request tracker module that allows you to report a concern ask questions or request a Village service. The website will serve as the center of comunications for the Village of Montgomery and will allow people to do business online and find the information they need at their convenience.

"It's wonderful," Village President, Marilyn Michelini said. "It's an excellent way to build good relationshiops with our citizens as well as a great opportunity to continue our business friendly environment."

The new website will have an alert Center and News Flash feature that allows the Village to provide critical information to residents instantly. In addition to emergency information, a new "Notify Me" option allows residents and businesses to sign up to receive alerts from specific departments about specific events, bids, public meetings, job opportunities and a variety of other Village activities.  "We're really excited about it.," Michelini said.
