President, Maura Donnelly, opened the meeting leading the Pledge of Allegiance followed in prayer by David Peters.

 ANNOUNCEMENTS

Laura needs a ride this weekend to and from Edwardsville for the fun weekend.

MEMBERSHIP, James Kemper

Katrina Hodous has been sponsored and has completed an application for membership.  Please let the board know if you have any hesitations or encouragements about Katrina.

 

The membership sang "Take me out to the ballgame!" today in honor of the Cardinals winning their 11th World Series in 2011!

COMMUNITY SERVICE, Mark Frey

Reminder that 2011-2012 we will be tracking service hours again to see Rotarian's collective IMPACT.  This year's goal is 7500 hours, to date there are 923 hours recorded. 

 

Mark is attempting to finalize the details for the 11/12 trip to Joplin.  Carrie has 10 people from her church that would like to go as well.

There was $814 in the 50/50 with 30 cards left in the deck.  The J of Clubs was picked.

    • and that they will be able to support him in his old age :)

Holli fined anyone adult that did not wear a Halloween costume.

PROGRAM: Kurt Prenzler, Madison County Treasurer

Kurt Prenzler was elected in November 2010.  He is married and has three children.  The reside in Edwardsville.  He grew up in Bloomington and graduated from Univeristy of Illinois as a CPA.  Jeremy Plank also joined him for his presentation.  He is the new Chief Deputy Treasurer and lives in Wood River.

 

Currently the office has 12 full time employees, which is down from 20 the year prior.  Payroll has been reduced over 30%.  Recently the payroll adminstration was taken out of the treasurer's office and moved to a different office at the County building.  Prenzler stated that he does not partcipate in the county's pension program.

 

This pass May they mailed out 2,200 mobile home tax bills and 130,000 real estate tax bills.  He worked hard and they saved over $30,000 on these bills.  If you would like specific information on the tax cycles or tax sales, contact his office.

 

Kurt stated that the Treasurer's office invests over $100 million of county money.  Between November 2 (election day) and December 1st (swearing in) over $36 million of long-term bonds purchased were purchased from one Little Rock bond salesman without any competetive bids.

 

As of December 1st, 2010 the County's portfolio included over $41 million of long-term agency (Fannie Mae, Freddie Mac, etc.) bonds with maturities between 12 to 15 years, outside the investment policy requiring maturities under 10 years.  The State's attorney hired a non-partisan securities law firm to invesitage, and per this firm's advise on June 9, the violative bonds were liquidated using 6 competiting bond selling firms.  Madison County filed suit against bond-selling firm on August 9, 2011 seeking to recover losses.  For more information on the county's portfolio or state of bonds, please contact his office.
