New Aircraft Ground Handling Video Training Requirement - A major trend has been identified concerning the operation of our aircraft.  This trend is the damaging of our aircraft when on the ground either by taxiing or moving the aircraft on the ground. Hitting other objects has with our aircraft resulted in a very good video professional produced that aids our members the ground handling of our aircraft.  This requirement is required for all members that handle the aircraft in any way.  The video takes 13 minutes to view followed by a short 10 question test.  Successful completion of the test will automatically be indicated on the member's record.  It is recommended that all persons complete this training.  Completion date is 30 Sep 09.  Recurrent training will be required to be completed by 30 Sep of each following year. This video should raise the awareness level of all members that come into any contact with aircraft.
 
Operation CAPSafe - Operation CAPSafe is now on-line.  Go to e-services and click on CAP Safety Suggestions on the left-hand menu.  This should make entries easier for your Safety Suggestions as well as giving the Safety Team tracking capabilities for Operation CAPSafe entries.
I would also like to remind everyone that all prior CAP National Safety Programs, including the Safety Pledge, were terminated in December 2005.  
 
Safety Courses - The Basic and Senior Safety Courses have now been on line for a couple of months and many of our members (not just safety officers and commanders) have taken the course.  These courses are very informative and do not take a long time to take.  The course is well written and has been tested for over a year in several wings with excellent results.  After successful completion of the test you will be able to print a certificate and your records will automatically be updated to show the course.
 
ORM On-line Courses - Added to the Basic ORM course is the Intermediate ORM Course.  This course covers the ORM theories and also includes a test and a certificate.  All members should be taking the Basic Course and Commanders, IC's and any members in a command position should be taking both courses. It is an on-line course and should take less than 30 minutes.
 
 
 
Other Items
Still an issue for some unit is that I still need each unit to send me the Name, Rank, CAPID #, Date of assignment and when they completed either the Old Safety Course or the New On-Line Basic Safety officer course of their safety officer.  National requires all unit safety officers complete the On-line safety course within 90 days of appointment or have completed the old safety Course.  A unit safety officer is a requirement for each unit but it does not need to be their only duty assignment.

And finally I need the following from the Safety Down Day your unit had in October. I need the number of members in your unit, the number completing the Safety Down Day (whether on the date given or at a later date), and the number not completing the requirement.

Mishap Reporting and Investigation
 
CAPR 62-2 dated 15 April 2008 is supplemented as follows:
 
Accident/Incident Reporting Procedures
 
All accidents or incidents will immediately be reported to:
        i.      PAWG Interim Commander, Col David Mull on 609-923-8507 or 856-795-9637.  If no answer call PAWG Headquarters at 717-861-2335.
        ii.      PAWG Director of Safety, Lt Col Barry Metz - 610-429-9984. If no answer, call 484-678-0026.
2.      A CAP Form 78 must be submitted within 48 hours of the incident.  Only the on-line Form 78 is acceptable. 
3.      The Pennsylvania Wing Commander or the Pennsylvania Wing Director of Safety will assign an investigator for the CAP Form 79 for any accident or incident involving a unit in Pennsylvania Wing.
4.      The CAPF 79 must be completed and submitted using the on-line system within 60 days allowing time for review and recommendations by the Pennsylvania Wing Commander and the Northeast Region Commander.

Post Flight Procedures
 
NER Supplement 2 to CAPR 62-2 dated 15 April 2008 is supplemented as follows:
 
All PICs (pilot in command) will conduct a complete Post Flight examination of the aircraft using Pre flight procedures for that type of aircraft.  Any damage must be reported Immediately and Personally to the PA Wing Commander, the PA Wing Director of Safety, and the NE Region Commander using the telephone numbers listed in the PA Wing Supplement 3 to CAPR 62-2 dated 24 January 2008 and the NE Region Supplement 2 to CAPR 62-2 dated 15 April 2008.
If there is no damage indicated, the PIC will make a note in the log stating "Post Flight Check - OK" and then sign next to the "OK".
