Mishap-Free Certificates - Safety Certificates will be issued to all Pennsylvania units that have not had a reported accident in the previous year. The Wing checks the Form 78's for the previous year and any unit not having an accident or incident for the year will have their charter number submitted to National Headquarters for the issuing of a Safety Certificate. Pa Wing hasn't requested these certificates for several years and for many reasons. I felt that this would be a good time to start re-issuing these certificates as a small token of appreciation for the unit's effort in promoting safety in their unit. Operation CAPSafe - Operation CAPSafe is now on-line. Go to e-services and click on CAP Safety Suggestions on the left-hand menu. This should make entries easier for your Safety Suggestions as well as giving the Safety Team tracking capabilities for Operation CAPSafe entries. I would also like to remind everyone that all prior CAP National Safety Programs, including the Safety Pledge, were terminated in December 2005. Safety Courses - The Basic and Senior Safety Courses have now been on line for a couple of months and many of our members (not just safety officers and commanders) have taken the course. These courses are very informative and do not take a long time to take. The course is well written and has been tested for over a year in several wings with excellent results. After successful completion of the test you will be able to print a certificate and your records will automatically be updated to show the course. ORM On-line Course - Another new course is the ORM on-line course. This course covers the ORM theories and also includes a test and a certificate. At this time the course is an optional course for members, but many wings are already requiring all members take the course. At this time Unit commanders and Unit Safety officers should take the course, but I'm recommending that all members consider taking this course. It is an on-line course and should take less than 30 minutes. Form 78 and 79 - This months Safety topic concerns when and how to fill out a CAP Form 78. Anytime there is an incident or accident, a report called a CAP form 78 will be needed to be filed. Maybe. A paper cut with a band-aid placed on a finger by the injured party is not a reportable incident. Refer to CAPR 62-2 for complete instructions on how to determine the severity of the incident. All form 78's are on-line and are filled out on-line. This must be completed within 48 hours of the incident. Paper copies of the 78 and 79 are obsolete and not acceptable. However, there is a downloadable temporary form located in the Form 78 section of E-Services that you can place in vehicles and aircraft as a method to write down important events involving the incident until you can get to a computer to complete the on-line 78. Filling out this temporary form does not relieve your responsibility of completing the on-line form 78 within the 48 hour timeframe. The Wing commander or Wing Safety Officer will appoint the investigator to complete the form 79. The form 78 reporter should only state the facts of the accident and not input or imply any assumptions or opinions in the report. More information will be forthcoming. Other Items As a reminder I sent out an last month an email to all units. Some units did not receive the information so here it is again. I need each unit to send me the Name, Rank, CAPID #, Date of assignment and when they completed either the Old Safety Course or the New On-Line Basic Safety officer course of their safety officer. National requires all unit safety officers complete the On-line safety course within 90 days of appointment or have completed the old safety Course. A unit safety officer is a requirement for each unit but it does not need to be their only duty assignment.
And finally I need the following from the Safety Down Day your unit had in October. I need the number of members in your unit, the number completing the Safety Down Day (whether on the date given or at a later date), and the number not completing the requirement.
