I am very pleased to see so many Pennsylvania units making a major effort to improve the Culture of Safety in their unit and in the wing. I want to congratulate those units and their groups on the outstanding work to improve Safety in their units. However we still have a number of units and groups that haven't fully adopted the concepts. The Wing Commander and I will be contacting these units to see what assistance we can offer to help them improve. We have several CAP required documents that are due by the 1st of the year from each unit. The safety reports due are as follow:
1. The annual Safety Survey for each unit. This is now available on line at E-Services under Safety. This report is performed once a year and a copy is kept by the unit and the group safety officer. Wing can view the Annual Safety Surveys on line so a copy is not required for Wing. Group Safety Officers will compile a list of their units with the completion date for each unit and forward this report to Wing by Jan 15. The unit Annual Safety Survey should be completed on line by Jan 5.
2. The Unit Commander Safety Policy is also required by Jan 5 to the Group Safety Officer. The Group Safety Officer will compile a list of their units with the completion date of the requirement for each unit and then forward the list to the Wing Safety Officer by Jan 15. NOTE - If there is no change in the unit commander or safety officer, then the unit commander only needs to send a note to the Group Safety Officer indicating "no change".
3. The Unit Safety Officer is required to have a Safety Schedule indicating a yearly schedule of dates and topics of the Unit Monthly Safety Meetings and any other Safety related events such as the Required October Safety Down Day. This schedule is due to Group by Jan 5 and a copy to Wing by Jan 15. Groups may send these schedules as one package.
And now a reminder that nominations for the Safety Officer of the Year are now due at the Wing. Is your Unit Safety Officer doing a great job? Well nominate him or her and show your appreciation.
There are several additional items for this month's Safety Newsletter.
1. As mentioned many times, Operation CAPSafe should be on every member's things to do list. What each member (senior and cadet) is requested to do is send one Safety idea a month for either Ground or Air Safety to capsafe@cap.gov . Full instructions can be found at the National Web site under Safety. Be sure to include your name and unit number and mention you're from PA Wing and send a copy to Wing via your Group.
2. Remember to keep your Unit Safety Board up to date and post the summary of your monthly Safety meeting their so those members who missed it can catch up. A Copy of the Summary and attendance should be sent to the next higher command.
3. Each unit needs to have a safety officer assigned to the unit and the proper authorizations be completed on e-services. If you're not sure you have completed this requirement let me know.
4. And remember the change for Safety Officers and the requirement for them to complete AFIADL 02170. That requirement has been replaced by an On-Line Safety Course. This is located at http://level2.cap.gov/visitors/programs/safety/basic_safety_course/
5. A few notes for the pilots, after any maintenance on the aircraft, PIC's should spend extra time on their preflight inspection paying close attention to the areas were maintenance may have been performed. Also use caution when tying down aircraft and securing the aircraft. Report any ropes that need to be replaced to the FBO.
