While the Community Development Fund enjoys its newfound ability to campaign after last year's quango cull, Kevin Carey believes the sector should move away from campaigning and towards public service delivery. Meanwhile, the Prime Minister is forced to admit that more can be done to improve voluntary sector inclusion in this realm in Scotland.
