Safely on the right side of April Fool's Day now, we can report without fear of misunderstanding, that it has been a big week for the arts in particular. With Arts Council England revealing its winners and losers from its reduced national programme, a new study shows the majority of arts organisations feel their fundraising is not up to the job of filling the funding gaps.
