They're words the Charities Aid Foundation wants to be followed by hard action, and fast - it's already too late for some councils, the latest of which is Welwyn Hatfield. Meanwhile a frustrated Ian MacQuillin, PFRA's head of communications, urges the sector to stand up for itself and defend face-to-face.
