The City of Greenville Planning Commission will hold a Public Hearing on Thursday, April 12, 2012 at 4:00 PM in the 1st floor Meeting Room (please note there has been a change of the meeting location) at City Hall, for the purpose of considering the following Applications:


A. Z 06-2012.  Application of Easlan Investment Group, Inc (Laurens East, LLC, Owner) for a Land Development Permit / Multifamily Residential Development pursuant to Section 19-2.3.13, Land Development, of the Greenville City Code for property located at the intersection of Laurens Road and Dallas Road.  The property is zoned 'S-1', Service, District, consists of approximately 37.877 acres of land, and is proposed to be developed for 244 multifamily dwelling units (TMS # M010040100600). 


B. Z 07-2012.  Application of Arlington Properties, Inc (Hollingsworth Funds, Inc, Owner) for a Land Development Permit / Multifamily Residential Development pursuant to Section 19-2.3.13, Land Development, of the Greenville City Code for property located on Rocky Slope Road near its intersection with Woodruff Road.  The property is zoned 'S-1', Service, District, consists of approximately 17.038 acres of land, and is proposed to be developed for 241 multifamily dwelling units (TMS # 0262000100800). 

 
C. FDP 12-73.  Application of Danny Joyner in behalf of the Preserve at Parkins Mill, LLC, Owner for a modification of a Final Development Plan of the Preserve at Parkins Mill.  The Applicant requests that the rear buffer yard be reduced from 25' to 15'.  The property is located off Henderson Road in a 'PD', Planned Development, District.


D. Z 14 - 2012.  Application of Nick Franchina (Poleo, LLC, Owner) to Rezone a parcel of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code.  The property is located behind 100 -106 Woodside Circle, consists of approximately 0.140 acres, and is proposed to be rezoned from 'RM-1', Single and Multifamily Residential, District to 'RM-1.5', Single and Multifamily Residential, District (TMS #0177001101109).


E. Z 16-2012.    Application of 515 Buncombe, LLC  (515 Buncombe, LLC and Enigma Corporation, Owners) to Rezone two (2) parcels of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code.  The properties are located between 300 Butler Avenue and 527 Buncombe Street, consist of approximately 0.397 acres, and are proposed to be rezoned from 'RM-2', Single and Multifamily Residential, District to 'RDV', Redevelopment, District (TMS #'s 0014000300500 and 0014000300600).


F. Z 17- 2012.   Application of Cherry Reynolds  (Gene R. and Frances A. Kinsey, Owners) and the City of Greenville to Rezone two (2) parcels of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code.  The properties are located at 10 and 12 Conestee Avenue, consists of approximately 0.38 acres, and are proposed to be rezoned from 'R-6', Single Family Residential, District to 'OD', Office and Institutional, District (TMS #'s 0218000300800 and 0218000300900).


G. Z 18- 2012.  Application of CDG Properties, LLC to Rezone a parcel of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code.  The property is located at 920 Woodruff Road, consists of approximately 1.58 acres, and is proposed to be rezoned from 'S-1', Service, District to 'C-3', Regional Commercial, District (TMS # 0545010101905).  This property was recently annexed into the City of Greenville and assigned a "Temporary" designation of 'S-1' pending consideration and recommendation by the Commission of a permanent designation.


H. Z 19-2012.  Application of Food for Fun Cherrydale, LLC to Zone a parcel of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code.  The property is located at 2547 N. Pleasantburg Drive, consists of approximately 0.768 acres, and is proposed to be zoned 'C-3', Regional Commercial, District (TMS # 0183030102707).  This property was recently annexed into the City of Greenville and assigned a "Temporary" designation of 'C-3' pending consideration and recommendation by the Commission of a permanent designation.


I. Z 20-2012.  Application of the City of Greenville to Zone a parcel of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code.  The property is located at 2541 N. Pleasantburg Drive, consists of approximately 3.405 acres, and is proposed to be zoned 'C-3', Regional Commercial, District (TMS # 0183030102705).  This property was recently annexed into the City of Greenville and assigned a "Temporary" designation of 'C-3' pending consideration and recommendation by the Commission of a permanent designation.


J. Z 15-2012.  Application of the City of Greenville for Text Amendments to various Sections of the Chapter 19 of the Greenville City Code (Land Management Ordinance) to include the use "Event Venue" and to provide for its permitting and regulation.


K. Z 21-2012.  Application of the City of Greenville for Text Amendments to various Sections of the Chapter 19 of the Greenville City Code (Land Management Ordinance) to create new staff procedures for the review of selected uses such as "Nightclub / Bar", establishments "Open After Midnight", "Liquor Stores", etc. requiring the approval of the Board of Zoning Appeals.

Following the Public Hearing, the Planning Commission will act upon the Applications.  The Commission's actions for the following types of Applications constitute a Recommendation to the City Council:


* Matters pertaining to the Comprehensive Plan
* Amendments to the text of the Land Management Ordinance (Zoning/Land Development Regulations) - Items 'J' and 'K' above
* Amendments to the Zoning District Map - Items 'D', 'E', 'F', 'G', 'H', and 'I' above 
* Approval of 'Planned Development' Development Plans - Item 'C' above
* Variances to the Stormwater Management Ordinance
* Planning-Related Studies and Plans - Item 'G' above


The City Council will consider these Items at scheduled, public Meetings (two readings of an Ordinance to either approve, or disapprove, a proposal are required).  You will not receive a separate Notice of those Meetings, but you are invited to attend (and register with the City Clerk if you wish to comment upon an Application at) the Meeting(s).  You may contact the City Clerk's Office at 864.467.4429 to verify the date of the City Council Meeting or refer to the Meeting Schedule reflected on the City's web site (www.greenvillesc.gov).
            
The Commission's action for the following types of Applications constitutes a Decision of the Planning Commission (i.e., no further actions are required):


* Matters pertaining to the Design and Specifications Manual
* Approval of Land Development Permits (Major Subdivisions and Multifamily Residential Development proposals) - Items 'A', and 'B', above
* Approval of Final Development Plans for 'Planned Developments'
* Appeals from the Decisions of the Administrator on Minor Subdivision Plats
* Street Name Changes
* Appeals from the Decisions of the Administrator relative to the Development and Design Standards of the Land Management Ordinance
