The City of Greenville Planning Commission will hold a Public Hearing on Thursday, February 9, 2012 at 4:00 PM in the 10th floor Council Chambers at City Hall, for the purpose of considering the following Applications:
A. Z 43-2011. Application of the Adam Chandler (Ben McDaniel, Owner) to Rezone three parcels of land pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code. The properties are located at 130 Woodland Way and are proposed to be rezoned from 'R-6' and 'R-9', Single Family Residential, Districts to 'RM-1.5', Single and Multifamily Residential, District (TMS #'s 0067040500502, 0067060300201, and 0067060300101).
B. SD 12-07. Application of Arlington Properties, Inc. (Hollingsworth Funds, Inc, Owner) for a Land Development Permit (Major Subdivision - Preliminary Plat) pursuant to Section 19-2.3.13, Land Development, of the Greenville City Code for property located at the intersection of Woodruff Road and Rocky Slope Road. The property is zoned 'S-1', Service, District, consists of approximately 51.9 acres of land, and is proposed to be divided into a total of three (3) lots (TMS # 0262000100800).
C. Z 07-2012. Application of Arlington Properties, Inc (Hollingsworth Funds, Inc, Owner) for a Land Development Permit / Multifamily Residential Development pursuant to Section 19-2.3.13, Land Development, of the Greenville City Code for property located on Rocky Slope Road near its intersection with Woodruff Road. The property is zoned 'S-1', Service, District, consists of approximately 17.038 acres of land, and is proposed to be developed for 241 multifamily dwelling units (TMS # 0262000100800).
D. Z 06-2012. Easlan Investment Group, Inc (Laurens East, LLC, Owner) for a Land Development Permit / Multifamily Residential Development pursuant to Section 19-2.3.13, Land Development, of the Greenville City Code for property located at the intersection of Laurens Road and Dallas Road. The property is zoned 'S-1', Service, District, consists of approximately 37.877 acres of land, and is proposed to be developed for 244 multifamily dwelling units (TMS # M010040100600).
E. Z 08-2012. Application of the City of Greenville to Rezone selected properties pursuant to Section 19-2.3.2, Amendments to Text and Zoning District Map, of the Greenville City Code. The properties are known as the "Woodstone Cottages" and are located on Roper Mountain Road Extension. The properties are proposed to be rezoned from 'RM-2', Single and Multifamily Residential, District to 'R-6', Single Family Residential, District.
F. Z 09-2011. Application of the City of Greenville for Text Amendments to various Sections of the Chapter 19 of the Greenville City Code (Land Management Ordinance) to modify the requirements applying to "Nonconforming Situations".
G. Z 24-2011. Application of the City of Greenville to amend the 2009 Comprehensive Plan by adding a new section entitled "Coordination Element". This section addresses the way in which local governments in Greenville County can coordinate their planning efforts and can coordinate their respective development goals where two or more jurisdictions are in close proximity to each other.
You are invited to review documents relating to these Applications before the Public Hearing. The documents are available in the Planning and Development Office on the 5th floor of City Hall, 206 South Main Street, Greenville, between 8:00 AM and 5:00 PM, Monday through Friday. You may attend (or be represented at) the hearing where you may speak for or against an Application; a total of five (5) minutes will be allotted for all comments in support of, and a total of five (5) minutes will be allotted for all comments in opposition to, each application. Commission will act upon the Applications. The Commission's actions for the following types of Applications constitute a Recommendation to the City Council:
* Matters pertaining to the Comprehensive Plan - Item 'G' above
* Amendments to the text of the Land Management Ordinance (Zoning/Land Development Regulations) - Item 'F' above
* Amendments to the Zoning District Map - Items 'A', and 'E' above
* Approval of 'Planned Development' Preliminary Development Plans
* Variances to the Stormwater Management Ordinance
* Planning-Related Studies and Plans
The City Council will consider these Items at scheduled, public Meetings (two readings of an Ordinance to either approve, or disapprove, a proposal are required). You will not receive a separate Notice of those Meetings, but you are invited to attend (and register with the City Clerk if you wish to comment upon an Application at) the Meeting(s). You may contact the City Clerk's Office at 864.467.4429 to verify the date of the City Council Meeting or refer to the Meeting Schedule reflected on the City's web site (www.greenvillesc.gov).
The Commission's action for the following types of Applications constitutes a Decision of the Planning Commission (i.e., no further actions are required):
* Matters pertaining to the Design and Specifications Manual
* Approval of Land Development Permits (Major Subdivisions and Multifamily Residential Development proposals) - Items 'B', 'C', and 'D' above
* Approval of Final Development Plans for 'Planned Developments'
* Appeals from the Decisions of the Administrator on Minor Subdivision Plats
* Street Name Changes
* Appeals from the Decisions of the Administrator relative to the Development and Design Standards of the Land Management Ordinance
