President's Message

     CUTA's first monthly Torres Shelter dinner went off without a hitch and we got a nice picture in the ER, thanks to Joe Asnault.  In the spirit of "do your one thing" please consider signing up for one of the monthly Torres Shelter dinners.  They are the 4th Sunday of every month.  Continuing with that theme, Saturday, October 13th is the annual "Walk to End Alzheimer's".  CUTA has sponsored a team.  You can sign up with the head rep at your site.  If you're more of a chef than walker, CUTA also volunteered to cook up to 500 lunches (burger, chips, cookie and a drink - $5) for the event.  CUTA will pay for all the food and donate the $5 lunch ticket price to the Alzheimer's Association.  If you'd like to buy a lunch ticket, we have them at the CUTA office 343-0226.  CUTA will also being assisting Rotary with the One Mile clean up Saturday, October 27 at 7:30am.  If any of these activities pique your interest, or if you have other activities you think CUTA should get involved with, let me know at kmoretticuta@yahoo.com.
    We have received CTA commitment cards from about half our members.  These are the cards asking your opinion regarding propositions 30 (the Governor's tax proposal) and 32 (which would prevent unions from using payroll deduction money for political purposes).  I know this kind of stuff can be annoying to many of you.  However, it is CTA's priority right now, which makes it my priority.  I would much rather spending time with ourr community involvement and working towards barganing and improvement in your benefits and working conditions as opposed to tracking down everyone who hasn't filled out a card yet.  If you haven't done it yet, please see your head rep and get it done, I'd sure appreciate it.

Bargaining Update September

CUTA and CUSD met for just about 2 hours on both Sept. 6 and 13. CUTA reviewed the district response to our July package proposal including articles 6, 7, 8, and 9. The good news is that CUTA and the District agree on at least 13 aspects contract language changes in the respective articles.

     The bad news is there are 4 main points where we do not agree, cannot reconcile the fissure, and the district office has no authority to close the gap. Issues at stake are as follows:

I.    Elementary Teachers Prep Time Procedures (Article 6)

II. Counselor, Nurse and Speech Teacher to Student Ratios (Article7)

III. Stipends and reimbursement (Article 8)

IV. Health Benefits including retirees (Article 9)                  

 

I. Elementary Teachers Prep Time Procedures:

          Article 6 (Hours of Employment 6.1.1.B.1.a.2) - the district wants to "require a teacher to physically report to the school office prior to the beginning of the scheduled preparation time to ensure that the campus has adequate substitute teacher coverage."

II. Counselor, Nurse and Speech Teacher to Student Ratios

Article 7 (Class Size)

Counselor to student ratio is currently (1/400) with a 10% leeway. We offer the district 30 days more than current language to comply with a 1/400 ratioand eliminate the 10% leeway. This language would mirror current practice and does not require additional funding. The District believes they cannot operate with a fixed number and has dropped the leeway range to 5%.

Nurse to student ratio is currently 1/3000. We wish to mirror current practice of 1/2500 and improve effectiveness of nurses serving the safety and welfare of all students. The district offers a 1/2800 ratio and balks at a lower number for fear of future cost increases.

Speech therapist case load caps at 70 students and the average number of students per therapist district wide must equal 55. Our language requests a cap of 60 students/caseload and is an effort to equalize the workloads, reduce the disparity amongst colleagues and ensure quality services to recipients. The district fears the planning and logistics of a cap change would make assignments too cumbersome.

 

III. Stipends and reimbursement Article 8 (Wages)

CUTA has discussed minimal prep time travel reimbursement and a Skills USA program stipend.

The District's response is to each "Skills USA stipend (whether one is to be added and what the factor may be) is to be left at the discretion of the District. This stipend will not be considered for inclusion in the collective bargaining agreement until such time as there is a comprehensive review and analysis of all stipends and the factor assigned".

 

IV. Health and Benefits(Article 9)

CUTA maintains position that CUSD cover full cost of Red Plan ($949) for 2012/2013 .

The District holds the position that they cannot waver from the current contract language where the cap of the Red Plan is ($898) with the District and the membership sharing any increase 50/50.

Retirees Benefits

CUTA requested and maintains the position that CUSD reimburse retirees for the out of pocket maximum difference between the Red and Blue Plans ($375 for individuals, $750 for composites) stays.

CUSD offered "For the 2012/13 school year only, the District will pay retirees eligible for medical benefits the following one time annual payment due to the BSSP JPA's limitation of the benefit plan options for this group:

Individuals:$350 and Composite:$700"

Organizing Team Update--Jenn and Bill Flory

     The team's focus is getting the word out about CTA's recommendation to vote YES on Proposition 30, and NO on Proposition 32.  Kevin Moretti, Joe Asnault, and Mark Leach are assisting the Organizing Team in making short presentations at each school.  In addition, Joe has placed a link to the WEAC video on CUTA's web page.   All members are being encouraged to get registered to vote and to fill out a voter information card.  The cards are being forwarded to CTA so they will have an understanding of the preferences of the membership, and to remove names from the call list.  CTA calendars have been forwarded to head reps for distribution at each site.  Look for future reminders as the election date approaches.  Members are being encouraged to sign up for and to participate in the Alzheimer's Walk.

Political Action Committee Update-- Linda Serrato

 

     CUTA is endorsing Elizabeth Griffin and Gary Loustale for Chico USD school board trustees.

Elizabeth Griffin is an incumbent and works for BCOE.  Gary Loustale also works for BCOE and is an ROP teacher at Chico High School.  Please spread the word.  Many people in the community respect our opinion and often want to know who we are endorsing.  We will be sending postcards as usual.  I will be sending an email soon to let you know the dates that we will be putting labels on the postcards if you would like to help.

Health Benefits Update--Sue Christensen
      There have been no changes since last month to the health benefits.  Unit members are encouraged to sign up for BSSP's newsletter  and find out what is "new" (www.bcoe.org/bssp/whatsnew.htm) or send your e-mail address by text message; text BSSP at 22828 to get started.  Information is available on the Healthy Habits Incentives which allows a member to earn a $25 reimbursement for OOP expenses for medical and prescription benefits for any covered family member. (This is not available to retirees.)  The 8/31/12 newsletter also contains information about biometric health screenings, vaccination clinics, and the ending of the generics Rx advantage on 12/31/12.

Contract Corner Joe Asnault
     If you are a temporary or probationary teacher, you will be evaluated every year. You should receive at least one formal observation not later than the four weeks prior to the end of the semester and another formal observation not later than March 1st. See Article 12.1.1 and 12.1.2. Permanent teachers who have been employed with CUSD for less than 10 years will be evaluated every other year. Those who have ten or more years in, shall be evaluated every 5 years. The evaluation is based on the Certificated Teacher Observation/Evaluation Form. See Article 12.8-12.9. The process is roughly outlined below. Read Article 12.6 for the exact language:

1. No later than October 1, Administration should give you a copy of the evaluation procedures.

2. Pre-Conference and Evaluation Plan-You will meet with your Administrator to establish the standards to be observed, to sign up for a formal observation and post observation conference(s). There should be a minimum of 2 formal observations of a minimum of 30 minutes each. Within 10 days, the evaluator should hold a post-observation conference.

3. The Final Evaluation conferences should be completed not later than 30 days prior to the last day of instruction.
